Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The purpose of this position is to plan, organize, and oversee the existing policies and procedures for Grantees conducting Continuous Quality Improvement (CQI) projects, as well conduct state level CQI projects based on Family Support data. This position reports directly to the Family Support Program Manager, who serves as the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) grant and Community-Based Child Abuse Prevention (CBCAP) grant Project Director. This is an exciting position to help Pennsylvania meet the changing needs of Families and Children, with opportunities to develop technical assistance and professional resources with statewide partners. This position supports operational efforts of the Departments of Human Services and Education, Office of Child Development and Early Learning (OCDEL) and coordinates with other units, divisions, bureaus, and departments, as well as with contractors with the goal of producing the most effective Family Support operational procedures.

CQI and Response to Data
• Plan, organize, and oversee the existing policies and procedures for Grantees conducting Continuous Quality Improvement (CQI) projects, as well conduct state level CQI projects based on Family Support data.
• Plan and lead the state CQI team meetings.
• Provides professional development opportunities on CQI to grantees.
• Provides professional development opportunities on other topics as assigned.
• Develop materials and professional development to increase family access and awareness on Evidence-Based Home Visiting and Family Support Programs.
• Act as the Bureau liaison with the Pennsylvania Coalition Against Domestic Violence (PCADV) to support ongoing efforts to provide family support professionals with information, resources, and training on important topics related to domestic violence and their work.

Stakeholders
• Plan and lead the Family Support Stakeholder Committee meetings quarterly.
• Provide any necessary or required follow-up from the Family Support Stakeholders Committee.
• Gather necessary feedback from stakeholders to inform Family Support Work.

Grant Applications, Reports, and Monitoring
• Participates in preparation of grant applications for federal funding, complies with follow-up reporting requirements related to MIECHV and CBCAP grants, and attends federal meetings, calls and webinars as required by the grant.
• Work directly with business partners in monitoring Grantees for compliance with state and federal Grant requirements and fidelity to model requirements.

Request for Applications
• Assist with the development of Request for Application (RFA) documents as required by MIECHV or other Home Visiting and Family Support Grant funding timelines.
• Assist in determining the awards and providing notification to Grantees regarding funding allocations through the RFA process. After Grantees have been awarded assist in determining yearly funding allocations and providing notification to existing sites regarding funding allocations through grant renewals.

Community Meetings
• Plan, participate in, and provides follow-up for statewide meetings with contractors, Grantees, and other state departments.
• Coordinates statewide operations with programs' national organizations and maintains membership where appropriate. Attends national meetings and conferences.
• Represents the Bureau of Early Intervention Services and Family Supports at local, state and national meetings and subcommittees related to MIECHV and other home visiting and Family Support Programs.

Monitoring
• Assist with the routine monitoring of all grant programs including agency administrative spending, program measures, performance measures, program performance, and reports.
• Provides clarification and guidance to programs on pertinent state and federal regulations, policies, and procedures.
• Conducts research, compiles reports, and prepares and conducts presentations about the program for the Department and other Departments as required or requested.
• Provides written reports on findings, establishes corrective action plans where indicated and follows up accordingly.
• Supports OCDEL’s Fiscal Staff as needed in the review of annual budgets and subsequent revisions submitted by the agency to ensure administrative and programmatic spending is in line with program deliverables and accepted protocols of the agency.

Misc.
• Acts as liaison with other Pennsylvania offices and departments.
• Completes other duties as assigned.

• Work with the Family Support team to respond to Family and Child Performance Measure data to inform the local and state level CQI projects.
• Make decisions regarding the daily management of the Family Support Programs CQI projects.
• In response to Family and Child Performance Measure data, research and develop relationships with business partners to conduct training or professional development to meet the needs of Grantees.
• In response to stakeholder requests build an agenda for the Family Support Stakeholders Committee to meet the needs of stakeholders and the Family Support team.
• Provide recommendations related to the RFA development, policies and procedures, grant applications and reports, and monitoring priorities.
• Prepare recommendations and documents as necessary for review by supervisor.

Essential Functions
