Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position will provide support to the legal office working directly with the Office Manager and Department Counsel to fulfill all operational requirements within the Office of Chief Counsel (OCC).

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.


Serves as Regulatory Coordinator and assists Department Counsel in drafting and reviewing proposed regulations, tracking and responding to commenters, and navigating the regulatory process.

Assists in preparing and drafting procurement vehicles (e.g., RFP’s, RFQ’s, RFI’s, ITQ’s) and other procurement and contracting documents in conjunction with Department Counsel and program staff.


Tracks and assists in the management of deadlines for all agency procurements and contracting processes, including assisting in generation of purchase orders and other purchasing documents. Establishes working relationships with the appropriate staff of DGS as needed to assist in the performance of these functions.

Reviews, analyzes and develops program policies and operating procedures. Initiative and independent judgment is exercised within a broad framework of existing laws and policies.

Reviews and analyzes investigatory files to determine applicable violations of law or regulation; organizes and synthesizes evidence within files to determine the sufficiency of evidence to support a specific violation of law. Makes recommendations to attorneys regarding proposed courses of action.

Works with attorneys to support the Bureau of Enforcement in matters at the investigatory level.

Assists attorneys with all aspects of an administrative proceeding and/or civil case including trial or other hearings; self-sufficiently performs legal research, analyzes legal issues; prepares legal memoranda for attorney review; prepares initial drafts of pleadings; correspondence and discovery requests; prepares exhibits and assist attorneys in administrative hearings.

Analyzes, researches, and prepares draft responses for attorneys in responding to legal inquiries from the Department’s Bureau of Consumer Services; assist Department Counsel with the preparation of responses to consumers for client review.

Monitors National Association of Insurance Commissioners activities, analyzes the possible impacts on Department's regulation of the industry, and prepares memoranda regarding policy considerations for program areas for attorneys and senior staff review.

Responsible for finalizing court documents for quality control; ensuring compliance with all applicable court rules and procedures; filing documents with the court or other tribunal either through the PACfile system, mail, or hand-delivery; ensuring applicable service to all parties.

Handles sensitive and confidential matters consistent with attorney-client privilege.

Organizes travel for all attorneys and submits for reimbursements.

Serves as the back-up to the Agency Open Records Officer and assists in researching and responding to requests for public records and subpoenas.

Other duties as assigned by Department Counsel and Supervisor.

Prepares recommendations and justifications for changes in policy and new operating procedures for Office of Chief Counsel operations.

Comprehends program goals, objectives and operations and relate these to administrative analysis.

Responds to non-routine questions posed by the public or internal department personnel. If necessary, forwards the request and proposed response to the Chief Counsel or Department Counsel for review and approval.

Reviews files and provides support and recommendations to Department Counsel with regard to compliance with or violation of insurance laws and regulations.

Work is performed with minimal supervision.
