Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The position conducts advanced professional work in the analysis and evaluation of Department of Transportation programs and policies, recommends changes, and manages projects that will improve programs spanning multiple PennDOT organizations and support the Department’s strategic focus areas. It reports to the Program Analyst 4 in the Transportation Bureau of Strategic Business Operations (BSBO).

Using consensus-building strategies and strong team/relationship-building communications skills, this position is responsible for leading executive, managerial, and project teams in analyzing programs, recognizing problems, identifying team-proposed opportunities for improvement, developing strategies to obtain approval on recommendations, creating action plans toward implementing changes, and providing program management support to functional teams.

As the section’s lead facilitator, this position will be assigned to lead the most complex program reviews and will support Program Analyst 2 and 1 training and job growth.

As a program manager, coordinate PennDOT’s Climate Survey by serving as the program administrator and collaborating with PennDOT leadership and subject matter experts to develop pertinent questions, the survey tool, and distribution channels. Advise stakeholders on survey structure and outreach techniques and facilitates a comprehensive report that may recommend policy and organizational change. Create the report format for sharing program results, including where to use data tables and data visualizations to aid in highlighting key points for various audiences that consist of line workers to department executives. Coordinate the department’s implementation efforts and communications.

Oversee the Department’s strategic planning efforts to include guiding executive teams toward core departmental values and their related strategic themes, building executive consensus to update the plan, and produce public-facing documentation to be shared on the Department’s website.

Serve as the program lead for PennDOT employee engagement activities and the department’s current employee engagement program, the PennDOT Suggestion Challenge. Coordinate PennDOT Suggestion Challenge topic selection with executive staff, evaluate topic proposals from diverse work areas across the agency and analyze topics to present a streamlined list of possibilities to executives for final approval. Develop department-wide communications and coordinate their approval with executive staff and the PennDOT communications office. Analyze the suggestions received and write a report that includes data visualizations to recommend executive action.

Provide Department-, deputate-, bureau-, and district-level consultation and advice on implementing and managing strategic initiative changes, as requested; actively seek opportunities to assist Department organizations with identifying strategic initiative opportunities.

Conduct in-depth data and root-cause analysis to offer recommendations for improving customer programs using tools such as Microsoft Excel, fishbone diagrams, process maps, and strengths, weaknesses, opportunities, and challenges (SWOC) analyses. Following analysis, create reports of findings for the involved agency and interagency leaders and includes data tables, charts, graphs, and other visualizations to summarize information and recommend next steps.

Gather background data and coach strategic teams in analyzing their program output and organizational structures. Guide teams toward identifying and agreeing on recommendations to improve outcomes. Write executive summaries and program review reports documenting stakeholder recommendations regarding program and policy changes.

Conduct management studies to inform decisions relating to PennDOT policy creation, revision, and removal; obtain and analyze facts about procedures, practices, and functionality; develop conclusions and recommendations for improvements; and prepare reports of findings.

Suggest, design, and coordinate approval of communications strategies and oversee implementation of action items to ensure quality program information reaches employees at all levels of the Department.

Participate in program and operational reviews as assigned.

Conduct all project-related action items, such as creating project scopes, developing project plans, scheduling project meetings, writing project reports, providing project updates, and tracking project progress.

Serve as the Bureau’s Records Retention and Right-to-Know Law Coordinator.

Attend executive meetings and communicate initiative progress.

Demonstrate strong verbal, written and presentation skills to confidently and competently speak, write, edit, proofread and present to various audiences.

Ensure work products are consistent with BSBO’s standards to maintain and promote a positive image on behalf of the organization.

Workforce Succession Planning:

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.
