Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Susquehanna/Wyoming CAO IMA1 is a professional administrative position managing the Susquehanna County Assistance office under the guidance of the Executive Director, and income maintenance program services for both the Susquehanna & Wyoming CAOs. The employee in this position is required to assist with coverage duties between offices as needed. An employee in this class manages the eligibility determination/redetermination activity for a full range of income maintenance programs in a district office; or serves as a subordinate manager in a CAO. Work involves communicating income maintenance policies, procedures, and Federal requirements to CAO staff. Work involves educating community agencies and organizations on the available income maintenance program services and liaison functions with County Boards of Assistance and other local officials. Work is performed in accordance with Departmental rules and regulations under the general direction of a higher-level Income Maintenance Administrator and is reviewed through conferences, reports and evaluation of program effectiveness.

Description of Duties:

Supervises Income Maintenance Caseworker Supervisors, to include completion of mid-point evaluations, EPRs, and regular monthly meetings. Acts as reviewer for performance evaluations for IMCWs assigned to supervisory units at Susquehanna CAO

Acts as clerical supervisor in the absence of an A.O. to include customer service training, procedural reviews and front office operational reviews. Oversees EBT & CAOAA processes at Susquehanna CAO.

Develops and implements internal procedures to ensure maximum utilization of staff
Interprets policy & procedures to ensure they are implemented uniformly throughout the agency. Recommends changes to policy and procedures as necessary to maximize CAO efficiencies

Promotes a positive work ethic, treats staff and clients with respect & dignity and enforces this policy at all levels. Leads by example

Insures training for CAO staff is conducted and documented. Oversees CAO trainers and assists with conducting training as needed.

Coordinates the gathering of data and preparation of reports. Establishes methodologies to evaluate operational requirements. Reviews QC control data, audits and other reports to determine trends and suggests corrective action

Attends meetings/acts as liaison with community partners

Prepares for, participates in, and completes necessary follow up actions as directed for CAO reviews including ME Evals, QC Evals, SPAL reviews, EBT Security reviews, FNS and all state and federal review processes.

Attends Labor Management Meetings and assists with disciplinary investigations under the guidance of the Executive Director

Manages LIHEAP within staffing and budgetary constraints to insure application are processed quickly and accurately and crisis apps are appropriately routed in a timely fashion

Assists the Executive Director with planning and supervisory functions including caseload assignment and equalization, determination of personnel needs, monitoring of workflow and production, staff training, and policy reviews.

Essential Functions:

Frequently reviews and evaluates work of subordinates in order to monitor work for accuracy and timeliness of staff work. Completes employee performance review or same

Constantly learns job related materials through various media and teaching methods and ensures appropriate training of staff in order to promote proficiency on the job
Constantly instructs staff to gather, interpret and analyze material in order to prepare reports

Frequently monitors and evaluates office policies and procedures and office workflow to ensure total utilization of staff and meeting customer service needs
Frequently gathers pertinent information through various means from clients/customers applying for services

Constantly operates office in the absence of the Executive Director
Constantly learns all aspects of the office operation and uses these skills in the daily operations of same

Frequently communicates effectively with staff, co-workers, clients and the general public in order to provide and retrieve information in both oral and in written format. Communication will be via telephone, group sessions and one-to-one

Constantly uses computer applications to prepare written communication in order to prepare job descriptions, performance evaluations, reports, memos, email and correspondence

Occasionally trains staff in the operation of servicing customers or assisting customers in obtaining daily living skills
Frequently reviews and comments on reports concerning office department operations

Frequently performs mathematical calculations to determine eligibility for various income maintenance programs

Constantly interacts objectively and with sensitivity to employees, applicants, customers and management in stressful or difficult situations

Constantly operates various types of office equipment such as, but not limited to, personal computers, coy machines, PFD machines, fax machines, data entry devices, scanners, telephones, calculators, carts, etc.

Occasionally travels to other worksites and trainings as required via public or private transportation

Frequently to constantly sits on an adjustable chair for extended periods of time, may stand as desired

Frequently ambulates throughout office in order to perform job functions

Work Conditions:

Assigned work duties are performed in a controlled office environment

In dual counties or counties with District Offices, employees may be reassigned to different work sites due to operational needs. Reassignments will be made in compliance with contract language

Decision Making:
The employee in this position service as the IMA1 of the Susquehanna/Wyoming County Assistance Offices and is responsible for the day-to-day operations at Susquehanna under the guidance of the Executive Director.
