Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a highly professional managerial position responsible for managing, planning, developing, directing, coordinating, controlling, monitoring and the overall administration of physical plant operations for facilities operated by or under the jurisdiction of the Bureau of Juvenile Justice Services. The Bureau of Juvenile Justice Services consists of the Loysville Youth Development Center (LYDC) and Loysville Secure Treatment Unit (LSTU) in Loysville; North Central Secure Treatment Unit (NCSTU), and its subdivisions Reed, Admissions, and Green Buildings, located on the grounds of Danville State Hospital in Danville; North East Secure Treatment Unit (NESTU) in Pittston; Youth Forestry Camp #3 (YFC#3), located on the grounds of Trough Creek State Park in James Creek; South Mountain Secure Treatment Unit (SMSTU), located on the grounds of South Mountain Restoration Center in South Mountain; Southeast Youth Development Center (SYDC), located on the grounds of the Phoenix State Correctional Institution in Schwenksville; and the Western Secure Treatment Unit (WSTU), located in Emlenton. This employee must divide his/her time and effort between all Eastern Region facilities included in the youth development center/youth forestry camp (YDC/YFC) system. The Eastern Region includes NCSTU, NESTU and SYDC. This employee is responsible for the full range of physical plant maintenance activities, construction projects, heating/utility plant operations, vehicle maintenance/operation, and telecommunications systems for all sites. The employee supervises directly or indirectly all maintenance staff at Eastern Region BJJS sites. Work is performed with a high degree of initiative and independence and is reviewed by the Bureau of Juvenile Justice Service's Director of Administrative Services via reports and outcomes for overall effectiveness. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This position is responsible for directing, managing, planning, organizing, and monitoring the maintenance system for the YDC/YFC system in the Eastern Region facilities; directing all core functions, including all physical plant maintenance, utilities/boiler plant, grounds-keeping, sewage treatment, water treatment, and swimming pool maintenance, in accordance with all Department of Environmental Protection (DEP), Department of Human Services (DHS), Department of General Services (DGS), and Labor and Industry (L&I) rules and regulations. This position requires frequent travel and the availability to take calls after hours and on holidays. Oversees the BJJS space management program in the Eastern Region to ensure maximum efficiency and accountability for each physical plant. Oversees the BJJS vehicle fleet in the Eastern Region and ensures that all required activities are completed including but not limited to vehicle inspections, preventive maintenance, major and minor servicing repairs and replacement as necessary. Ensures that required documentation is submitted to DGS in a timely manner. Directs and manages the acquisition and distribution of fiscal, material, and manpower resources in order to provide preventive, operational, and emergency maintenance of all YDC/YFC buildings and grounds in the Eastern Region in a manner that promotes fiscal accountability, safe and healthy environmental conditions and compliance with related policies and regulations. Directs required planning and coordination in the Eastern Region for the operation of essential systems including but not limited to telecommunications, central low pressure steam heating, boiler plants, condensate lines, sewage treatment plants, and water treatment plants. Partners with the BJJS Safety Manager to ensure the removal of hazardous substances and infectious waste created in the in the operation of systems and processes in the Eastern Region. Directs and plans physical plant expansions, renovations, and improvements in the Eastern Region, in cooperation with the BJJS Bureau Director, facility directors, Director for Administrative Services and Quality Improvement, Regional Directors, DGS, DHS, private consultants, contractors, and professional engineers and architects. Directs the activities of subordinate Facility Operations Manager(s) and/or Facility Operations Supervisor(s) in the Eastern Region to plan and complete work in a manner that ensures that each facility's needs are met. Prepares and reviews plot sketches and construction plans in cooperation with appropriate professional staff. Coordinates, inspects and approves construction and renovation projects and services in progress and provides final approval upon completion for invoices to be paid. Develops and monitors facility specific preventative maintenance schedules for all facilities in the Eastern Region. Develops cost estimates related to plans for the submission of capital projects, construction projects, non-recurring maintenance projects and in-house renovation projects in order to estimate annual and special budgetary requirements for the Maintenance Department. Uses prescribed electronic systems for the management of projects and activities as directed including but not limited to E-Builder, MAPPER, and the Juvenile Justice Automated Case Management System (JJACS). Serves as contract monitor in the Eastern Region for maintenance related service purchase contracts; submits justifications for contracting work; writes specifications for statement of work and oversees completion of work. Directs and approves the issuance of equipment and supplies to various departments; writes policy in conjunction with Safety Manager on lock and key control and the handling and removal of hazardous/toxic substances and infectious waste for each facility in the Eastern Region. Directs or provides oversight through a subordinate supervisor, the completion and review of required logs, charts, and reports. Monitors and ensures staff are trained in the use of appropriate safeguards for the completion of work as well as the proper use of toxic chemicals, such as pesticides and herbicides. Directs and implements all changes in building, utility and heating plant, groundskeeping, custodial and vehicle maintenance/operations policies and procedures to ensure compliance with relevant Life Safety Codes in the Eastern Region. Directs the preparation of Agency Purchase Requests (APRS)as required to support equipment issuance for building maintenance, utility, water and heating plants, grounds-keeping, and vehicle maintenance/operations. Ensures an adequate inventory of supplies and equipment necessary for the completion of maintenance related tasks. Manages overtime by monitoring work schedules, holds supervisors accountable to effectively manage the work force, holds regular staff meetings and supervisory conferences and performs all related supervisory duties. Reviews and identifies training needs of staff, initiates training recommendations; conducts training and ensures all staff receive mandated training, both courses and hours, to include the new employee academy and/or annual refreshers. Ensures appropriate disposal of surplus property. Performs related work as required. |
