Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Under the general direction of Business Analyst 4, this position acts as a Business Analyst for PMRS, with significant responsibilities related to Microsoft Dynamics 365 for Finance and Operations and the Comprehensive Pension Administration System (CPAS). The role involves analyzing business needs and providing system support for PMRS's official accounting system of record, Microsoft Dynamics 365 for Finance and Operations, hosted in Microsoft’s Azure Cloud, as well as for the Comprehensive Pension Administration System (CPAS), hosted in Oracle Cloud. Responsibilities include documenting, reporting, and recommending findings to executive management, as well as monitoring, diagnosing, and maintaining these applications and their respective operating environments. Additionally, this position provides secondary support for the enterprise content management system (ECM) and other essential IT tools. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Relationship Management: Responsible for the management of internal and external relationships supportive of PMRS technology requirements including but not limited to: • Other Commonwealth agencies including the Office of Administration, Office of Information Technology • Technology vendors and contractors in support PMRS business applications or other PMRS initiatives • Other PMRS business partners Employees in this position disseminate accurate and timely information to PMRS management, other appropriate PMRS personnel and, where applicable, external employer client personnel. Core Functions Functions as the liaison between the PMRS business users and the supporting information technology developers in support of PMRS’ business applications. Assists in developing reports using tools such as Crystal Reports and Power BI. Responsible for reviewing, understanding, and documenting PMRS business processes. Analyzes any modifications in business requirements due to PMRS board, regulatory, and/or legislative changes. Coordinates and conducts meetings with internal PMRS business units, management and executive management as needed in support of gathering business requirements pertaining to PMRS business applications. Compiles and documents facts using accounting knowledge to provide recommendations for executive management to make informed decisions about financial-related business processes. Supports the integration of other PMRS business systems to enable the interoperability of other software solutions. Understands and anticipates the impact of systems changes on other dependent business processes. Meets with PMRS business units to detect deficient business processes. Identifies and recommends business process improvements. Works with PMRS business units to conduct comprehensive user acceptance testing. Works with PMRS business units to conduct systems testing as a result of patching, maintenance, or other changes in system architecture. Functions as the primary point of contact for problems and issues related to PMRS’ Dynamics Provides secondary support for other PMRS business critical applications as well as the PMRS personnel assigned as primary leads for those applications. Troubleshoots business system problems and issues to resolve or develop a recommended plan of action. Assist internal or external users with problem identification, documenting, reporting and resolution. Works with vendor support to troubleshoot business system problems and issues to resolve or develop a recommended plan of action. This will include opening support tickets as needed with vendors as well as working with technical support personnel on-site or via remote or telephone support. Supports knowledge transfer from vendor application development staff to PMRS personnel and management. Compiles comprehensive functional business specifications to ensure that all business requirements have been met for procurement deliverables. Working knowledge of computer application scripting and database query language including but not limited to Oracle SQL, Power Query, etc. Writes and maintains database queries necessary for report generation or data extraction requested by internal or external users. Prepares, compiles and maintains preliminary reports as needed for agency review. Prepares, compiles and maintains comprehensive documentation and workflow diagrams of PMRS’ business applications. Maintain user security and security roles within the business applications. Build, maintain and monitor approval workflow processes within the business applications. Provide first line of technical support for business users and interact with application vendors to resolve support related issues, as needed. Monitor the business application environments via various monitoring tools and utilities for issues. Apply and test service pack, patches, build releases in Development and Test environments to ensure specific business application is functioning correctly from an environment and functional perspective. Initiate and monitor service requests or application enhancements for any updates to the Production environment. Assist in development of custom reports for PMRS business units and external customers developed using reporting tools such as Crystal Reports and Power BI. Assist with integration of external data using application’s data management import/export tool. Maintain application specific user security and security roles to include need-only access for PMRS staff to databases through authorized analytical applications. Manage batch jobs processing and evaluate system error logs, as needed. Supports knowledge transfer from vendor application development staff. Compiles comprehensive functional business specifications to ensure that all business requirements have been met for procurement deliverables. Conducts end user training for PMRS business system applications. Contributes to PMRS project management and tracking systems. Develops and writes documents such as correspondence, policy, procedure, and training materials for management review. Attends functional workgroups as needed in support of PMRS. Supports the confidentiality, integrity, and availability of the PMRS business system data. Monitor, log, report, track and maintain usability and interoperability of PMRS business applications to include, but not limited to, hosting environment issues, interface maintenance or connectivity problems. Supports VPN connectivity for remote users. Assists remote users with installation of security certificates, training and troubleshooting connectivity issues Supports the PMRS disaster recovery plan and continuity of operations. Conducts research, learns new technologies and otherwise remains current in industry best practices. Travels to PMRS and vendor sites as needed to include sites outside of United States User Support Assist PMRS and its users with varying degrees of support for file/print services, phones, computers, mobile devices, building access, audio visual equipment and business application support. Working with other agencies including OA/OIT in support of PMRS users and agency business needs. |
