Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. The scope of the programs will be defined by the DHS Emergency Response and Recovery Manager in coordination with departmental program offices, the Office of Human Services Emergency Preparedness and Response (OSHSEPR)Under ACF HHS, Governors Executive Orders and Directives and the Target Capabilities List, CDC Core Capabilities and other guidance used to shape and prioritize emergency planning initiatives. Develops, maintains, coordinates, and implements statewide policies and directives for the following elements in accordance with all applicable laws, statutes, and best practices: 1) temporary housing 2) nutrition assistance, 3) distribution of essential life sustaining commodities 4) support for underserved populations or other disadvantaged groups. Serves as a Subject Matter Expert (SME) for Immediate Human Service needs programs. Responsible for the development of curriculum, policies, and procedures for the execution of immediate human service needs programs. Supports the Training and Exercise Coordinator in implementing the department’s Training and Exercise Plan (TEP) to ensure readiness and compliance with the governor's executive orders and directives. Coordinates statewide and interstate planning, operational activities related to Immediate Human Services to ensure effective allocation and best use of all available resources. In conjunction with the other state agencies, plans for Immediate Human Services Needs in case of a pandemic under the Center for Disease Control's core capabilities. Leads and Coordinates Immediate Needs Human Services Task Forces. The Immediate Human Service Needs Coordinator develops, maintains, implement and coordinates Disaster Human Services policies and procedures for the following elements in accordance with all applicable laws, statuses, and best practices: 1) Disaster Emergency Behavioral Health including Crisis Counseling, 2) Human Services Programs 3) Individual Assistance including Individual and Household Programs, 4) Individual and Family Reunification. Develops, implements, coordinates, and maintains plans, policies, technical guidance and operational support to DHS, executive staff, PEMA, other state agencies, community partners during critical and complex human services events. Coordinates initial and ongoing assessments of the state’s capability related to human services operations, and the development of human services program policies, establishing priorities to align with HHS-ACF OHSEPR. Responsible for the effective integration of emergency behavioral health and human services into statewide plans. The Immediate Human Services Needs Coordinator serves as the lead coordinator of emergency behavioral health services for the Centers for Disease Control (CDC) core capabilities under the direction of the Office of Mental Health Substance Abuse Services (OMSAS) Medical Director. Coordinates with OMHSAS and mental health providers to ensure services are available during disasters, pandemics, and other emergencies. Collaborates with local, state, and federal agencies, including non-governmental organizations, and other community stakeholder groups to ensure a whole community response in support in disaster mental health and human services response to disasters. Assists DHS program offices with the development, implementation, coordination, and maintenance of plans policies, and procures to support the agencies response to complex human service events. Coordinates statewide and interstate planning related to ensuring effective allocation and use of all available human service resources. Development and Conducts briefings for local, regional and commonwealth wide officials for human service related activates. Prepares and submits reports and maintains records, documents activity and expenses for Disaster Mental Health and Human Services Program, which includes weekly, quarterly and annual reports and frameworks. Develops and implements commonwealth wide policies, disaster mental health and human service standards, procedures, guidance, and best practices in support of all human service-related activities. Coordinates with the Bureau of Procurement and Contract Management and the Office of General Services for the procurement of goods and services related to human services activities. Procures and manages grants, prepares budgets, and conducts general fiscal operations for activities under the Disaster Mental Health and Human Services umbrella. Obtains, implements, coordinates, and maintains the fiscal and programmatic portions of grants to support disaster mental health response to and recovery from complex human services events. Supports the DHS continuity of operations manager in the delivery and maintenance of COOP policies and plans, including the identification of essential functions and alternate locations to execute essential functions. Supports logistics operations and supply chain management for the support of mass care operations. Supports the Pennsylvania Emergency Management Agency during Disaster Emergencies as directed by DHS leadership. Serves as an Emergency Preparedness Liaison Officer and Agency Representative for the DHS. May be assigned and deployed as a command or general staff or to other positions as needed to support disaster operations. Assists other DHS program offices as needed to support the DHS mission. Other duties as assigned. |
