Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is skilled and technical work supervising a building and grounds maintenance program. Responsible for planning, organizing, directing and coordinating all maintenance functions at Loysville Youth Development Center. Supervises, schedules, and assigns work, as well as works with various journeyman level tradesmen engaged in a variety of maintenance, custodial, and grounds keeping tasks. This position reports directly to the Facility Operations Manager 2. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The employee assists the Facility Operation Managers 2 & 4 in the planning, organizing and directing of all physical plant maintenance, utility plant operation, grounds keeping, water treatment and vehicle maintenance operations at Loysville Youth Development Center. The employee distributes Preventive Maintenance Work Orders and needs to ensure they are completed and returned on time. This to assure uninterrupted operation and longest life possible of all equipment. Directs the operation, treatment and testing of facilities water plant operations and swimming pool, through supervision of Certified Water Treatment operators to assure the proper maintenance, monitoring, testing and treatment of water, to assure compliance with all Department of Environmental Protection Rules and Regulations. Directs the operation of facility low pressure boiler plant through supervision of responsible staff, to include operation and periodic inspection of boilers and related equipment for safety, energy conservation and minimum wear and tear. Instructs staff in proper operation, care testing, water treatment, safety procedures, in order to reduce the costly repairs and provide for uninterrupted service during the heating season. Supervises and directs staff in all phases of grounds keeping and custodial maintenance. Determines priorities, assigns work and inspects for adherence to all plans and specifications. Inspects buildings and checks grounds to determine necessary emergency repairs and maintenance needs. Prepares sketches, reads blueprints, specifications, estimates time and material needed; requisitions material and supplies needed to complete the job. Receives and responds to all emergency maintenance calls, determines action necessary to correct problem, assigns tradesmen and monitors work, to ensure a safe and healthy environment is maintained for staff and youth. Provides on-the-job training, guidance and assistance on the proper use, methods, techniques, safety precautions, of tools/equipment and safety precautions, to ensure staff involved in the construction, renovations, repair and maintenance of buildings and grounds, completed in a safe and timely fashion. Drive vehicles to various facilities and local vendors for pick-up and delivery of parts, materials and equipment as assigned as well as on grounds of the facility. Supervises the maintenance and repair of all buildings in the trades of carpentry and painting, as well as other related fields such as masonry, plaster/drywall, plumbing, etc., performed by Maintenance Repairmen, Semi-Skilled Laborers and Laborers. Preforms related work as required. Adhere to all federal, state and agency regulations, policies and procedures governing confidentiality. Apply the principles of Balanced and Restorative Justice (BARJ) and consider these principles during work situations as required. Attend and participate in staff meetings, supervisory conferences and employee training programs, including but not limited to CPR/FIRST Aid, Fire Safety and Cultural Diversity in order to develop and maintain position skills. Attend Asbestos Awareness Training No more than one incident may occur where employee fails to immediately report an occurrence of "Work Related Injury" to immediate supervisor or next line of authority. Manage and control overtime by scheduling staff in a manner that utilizes the work force, by moving staff to fill vacancies and scheduling staff, in order to maintain a fiscally sound program. Ensure all staff receives mandated training, both courses and hours, to include the new academy and/or refreshers. |

Supervises phone, data and camera systems; installations and repairs. |
