Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position involves professional work in, planning, development and implementation of multiple high level projects in the Department of Drug and Alcohol Programs. This employee will develop, collect, organize and present data, write policy, facilitate work groups with multiple internal and external stakeholders, and work closely with Division Directors to carry out the strategic plan of the Department.

Provide supervision to Drug and Alcohol Program Analysts and a Public Health Program Associate 2 involved in planning, developing, and monitoring substance abuse treatment programs and systems.

Description of Duties:

Provide insight, guidance, and strategy around the development of new high profile projects, new grants and public health programs throughout the Commonwealth. Responsible for overall oversight of grants to include monitoring program activities, developing reports, conducting meetings, ensuring grant requirements are being met, conducting site visits, etc. Collaborate closely with various internal and external stakeholders.

Oversee the preparation and development of the Treatment Needs Assessment/Plan. Provide technical assistance to the SCAs on the development of their Assessments and Plans.

Oversee preparation of grant proposals to secure federal dollars for addressing various initiatives. Oversee grant monitoring to ensure adherence to budget and program description as well as establishment of meaningful metrics. Propose courses of action to sustain programs past grant periods.

Responsible for planning, developing, monitoring, and leading a variety of high profile interagency treatment initiatives that includes Medication Assisted Treatment (MAT) activities, prescription drug issues, American Society of Addiction Medicine (ASAM) placement criteria, etc.

Represent the Department on workgroups and committees around the Family First initiative. This includes reviewing written reports and providing feedback/guidance, interpreting and analyzing data, assisting in improving access to treatment, case management, and community services/resources for mothers and their children.

Provide insight, guidance, and strategy around the development of tele-health/tele-medicine projects in the Commonwealth for public health programs. Responsible for overall policy development for the Department to include monitoring program activities, developing reports, conducting meetings, etc. Collaborate with various internal and external stakeholders.

Provide insight, guidance, and strategy around the development of the Case Management Manual and the Treatment Needs Assessment and Treatment Plan. Provide technical assistance to SCAs in the interpretation of guidelines and in the development of their Needs Assessments and Treatment Plans.

Responsible for providing insight, guidance, and strategy around the development of SCA case management services throughout the Commonwealth. Provide technical assistance to the SCAs and their case management providers on the interpretation of guidelines and the development of services.

Represent the Department relative to criminal justice and juvenile justice initiatives within the Commonwealth. Participate on committees/workgroups, review written reports and provide feedback, interpret and analyze data, assist in the development of initiatives to improve access to treatment and case management services for the criminal justice population. Work closely with various stakeholders including the PA Department of Corrections, PA Board of Probation and Parole, PA Commission on Crime and Delinquency, Administrative Office of PA Courts, PA Commission on Sentencing, as well as county criminal justice agencies.

Represent the Department relative to cultural competency issues and initiatives within the Commonwealth. Participate on committees/workgroups, review written reports and provide feedback, interpret and analyze data, assist in the development of initiatives to improve access to treatment and case management services for those whose culture and ethnicity reflect a need diverse services. This is also inclusive of workforce development issues.

Review statistical reports and assist agency leadership in the development of the State Plan and the Substance Abuse Prevention and Treatment Block Grant. Provide direction to staff in the development of grants through the Substance Abuse and Mental Health Service Administration and other federal agencies. Assist in the development of Requests for Proposal.

Assist the Training Section in the development of treatment related training initiatives.

Initiate and develop Requests for Proposals as needed for projects as assigned.

Represent the department on various committees and workgroups as assigned.

Plan and coordinate the operations of various committees.

Directs the analysis and development of changes in policies, regulation and program priorities.

Analyze and interpret policies, procedures and regulations. Communicate recommendations to leadership in written format.

Respond to written, email, and telephone inquiries related to treatment access and availability.

Ensure, in collaboration with Single County Authorities (SCAs), that Pennsylvania has a robust system of recovery services that support individuals in recovery from substance use disorders (SUD) on the dimensions of health, home, purpose, and community. Examples of work include:
• expanding and increasing the visibility of recovery support services around the commonwealth,
• creating linkages between recovery support services and other systems (e.g. physical and behavioral health, criminal justice) to ensure that individuals get the right help when it is needed,
• finding ways to connect individuals to recovery resources that give them the freedom to live a full life including recovery supportive housing, transportation, education, and employment,
• supporting the development of community-based recovery spaces, including mutual aid groups, recovery high schools, and collegiate recovery programs,
• promoting multiple pathways to find and maintain recovery, and
• working with communities and SCAs to help them achieve their recovery goals and overcome barriers between their recovery needs and available resources.

Work with supervisory staff on projects as assigned.

Serve as a resource to subordinate staff, SCAs, state agencies, and the general public in answering questions and providing technical assistance. Research treatment approaches, and recommend policy to agency leadership. Direct day-to-day processes of initiatives and prioritize tasks to ensure progress and successful/timely completion of projects. Provide analysis and input on policy issues, service coordination, and related procedures. Prepare formal responses for agency leadership’s signature. The employee is expected to work independently with minimal supervision.
