Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Assist with various functions to support the Bureau of Workforce and Business Opportunity that include the Equal Opportunity section, Business Opportunity section, and the Workforce Development section.

Description of Duties:

PRIMARY DUTIES:

Serve as the website editor for the Bureau of Workforce and Business Opportunity (the Bureau), maintaining accurate, accessible, and up-to-date website content.

Provide logistical and administrative support to the Bureau of Workforce and Business Opportunity sections for outreach initiatives and special projects, including sending invitations, maintaining the registration list, monitoring resource accounts, coordinating catering needs with Bureau of Office Services, and providing day of logistical support.

Answer incoming phone calls to the Bureau of Workforce and Business Opportunity and appropriately assist or direct stakeholders to the proper party.

Other duties as assigned may include:

EQUITABLE ACCESS
Assist in planning and coordinating MPO peer-to-peer sessions, including scheduling, participant registration, and logistics.
Support development and distribution of session materials, agends, and summaries.
Facilitate equitable engagement by assisting participants with platform access, navigation, and communications.
Track participation, engagement trends, and feedback to support reporting and continuous improvement.
Collaborate with internal teams and external partners to support initiatives with PennDOT Connects, Planning, and MPOs/RPOs.
Assist with outreach, coordination, and follow-up programs and initiatives that strengthen community engagement and equitable access to participation.

TITLE VI
Assist in the reviews of program area findings to ensure nondiscrimination related to Title VI.
Participates in the development and dissemination of Title VI information to the public (in languages other than English, where necessary).
Assist in processing and tracking Title VI discrimination complaints.
Assist with conducting and coordinating Title VI training.
Assist with the review and updates to Title VI Implementation Plans.
Assist with reviews of all contracting procedures to ensure nondiscrimination.
Assist with reviews of prequalification/bonding requirements and contractor selection procedures to determine uniformity in their application to minority and non-minority contractors.
Assists with the development of procedures and policies to ensure that subrecipients are complying with Title VI requirements.

SMALL BUSINESS ENTERPRISE (SBE)
Assist in the review and analysis of SBE certification/annual affidavit applications for completeness as required by Federal Regulations.
Review annual affidavits and recommend SBE firms on-site review in accordance with Federal Regulations.
Recommend approval/denial following the review and analysis of SBE annual affidavits in accordance with the regulations.
Update and maintains SBE files as necessary, reconcile electronic internet database against SBE files and submissions.
Assists in the review of the SBE procedures manual for necessary revisions and make recommendations.
Respond to phone and email inquiries regarding program requirements and procedures, status of applications and annual affidavits, and requests for extensions.
Guide small business applicants through the SBE certification/annual affidavit process.

DIVERSE BUSINESS
Managing the DB resource account to provide technical assistance to program areas impacted by the DB program.
Assist in record keeping and developing required spreadsheets and reports.
Assist in review, development and implementation of DB processes and procedures.
Assist in review of the required reports from the DB supportive services and provide recommendations and technical assistance.
Assist with developing and implementing training and outreach.
Respond to phone and email inquiries regarding program requirements and procedures.

DBE PROGRAM
Support the Disadvantaged Business Enterprise (DBE) Supportive Services program’s billing and invoicing processes, including reviewing, tracking invoices, reconciling goods receipts, creating shopping carts, maintaining the DBE SharePoint drive, and reconciling electronic Unified Certification Program (UCP) database against DBE files and submissions.

OJT PROGRAM
Assist in conducting analysis of OJT Reports to ascertain contractors' compliance with contract goals and contract special provisions.
Assist in analyzing and gathering OJT data for the annual Compliance report.
Assist in review of Bid Proposals in Engineering and Construction Management System (ECMS) to verify that appropriate numbers of trainees are included on projects pursuant to established methodology and communicate discrepancies to a supervisor.
Assist in conducting monthly review of training reports provided by the Districts and communicates details to OJT Program Administrator and OJT Supportive Services for follow-up.
Assists in review of OJT Program reports, submitted by OJT Supportive Services Contractor to identify relevant information for reporting purposes.
Assist in tracking and recordkeeping for the OJT process.

Work is performed independently under the supervision of the Equitable Access Section Supervisor. Feedback and direction may be sought directly from the Bureau Director, Director of Business Opportunity, Director of Workforce Opportunity, or the Director of Equal Opportunity Program Supervisors as appropriate depending on the task. This position may independently answer stakeholder questions (via phone or resource account), develop material and reports, and communicate directly with vendors and other offices as needed.
