Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is within the Bureau of Certification Services under the direction of the Department of Human Services and the Office of Child Development and Early Learning (OCDEL).

The purpose of this position is to serve as a liaison between OCDEL’s five bureaus: Bureau of Early Learning Policy and Professional Development, Bureau of Early Intervention Services and Family Supports, Bureau of Finance, Administration and Planning, Bureau of Early Learning Resource Centers and the Bureau of Certification Services to develop trainings and technical assistance for all certification staff.

Description of Duties:

The incumbent reports to the Division Chief for Certification Services as a Human Services Program Representative.

Duties include:
1. Reports to and performs work assigned by the Division Chief.
2. Become familiar with the Federal and State requirements for all OCDEL programs and specifically for the certification and licensing of child care facilities.
3. Meet with Division Chief, departmental staff, representatives from federal/state agencies, contractors, and other stakeholders to coordinate training for all certification staff.
4. Work closely with OCDEL certification staff to assist with training and technical assistance needs.
5. Serves as a facilitator/trainer and provides training to certification staff using a variety of techniques including PowerPoint presentations, webinars, and face-to-face meetings throughout the regional offices.
6. Assist with the preparation of data reports, evaluations, and presentations.
7. Collect data and assist with analyzing outcomes of certification operations staff.
8. Make professional development and technical assistance recommendations to the Bureau Director.
9. Review evaluation survey data for all trainings to incorporate feedback into future planning.
10. Develop and maintain a formalized training and technical assistance plan that incorporates certification staff needs as it relates to certification operations.
11. Coordinates, facilitates, participates and/or leads various certification and DHS training and technical assistance work groups and provide summary of work to Division Chief.
12. Develop training and technical assistance support resources and materials for certification operations including but not limited to: finalize and update (as needed) the Certification Representative Orientation manual and modules for new staff.
13. Participates in conferences, seminars, symposiums as appropriate and prepares presentations as requested.
14. Conduct special projects as assigned.
15. Prepares reports and special project summaries as needed.
16. Other related duties as assigned.

The employee in this position will participate in decisions related to the description of duties listed above. Utilize knowledge of federal and state regulations to recommend training topics and next steps.

In coordination with the Division Chief, decide current and future certification staff training needs based on federal/local regulations.
• Training plans for Certification Regional Managers, Certification Field Representatives, Supervisors and OCDEL headquartered staff.
• Training Modules for new staff
• Finalize & Update the Certification Representative Orientation Manual
• Additional training resources to support their work in the Bureau of Certification

Prepare and develop written responses to inquiries from staff and/or providers.

Essential Functions

 1. Knowledge of DHS operations, policies, regulatory principles and all legal bases
 2. Knowledge of Child Care and Development Fund (CCDF) based on the Child Care and Development Block Grant (CCDBG) Act of 2014
 3. Effectively organize/analyze information
 4. Effectively communicate orally and in writing
 5. Manage multiple tasks/projects while working independently to manage workload/multiple assignments timely
 6. Works collaboratively with staff, other agencies, and contractors
 7. Teach and train staff/others related to certification and the need for appropriate action
 8. Keep Division Chief informed and solicit approval as appropriate
 9. Use a computer as required (Microsoft Office Suite); develop and conduct presentations
 10. Travel as required.
