Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The incumbent is responsible for the inspection of regulated and unregulated child day care providers and facilities requiring certification in an assigned geographic area using established Department of Human Services (Department) laws, regulations and written procedures/protocols for complaint investigations and for initial, renewal, and unannounced monitoring inspections. The incumbent provides technical assistance (TA) to child day care operators to assist them in meeting state regulatory requirements. The incumbent is responsible for knowing and using appropriate statutory and regulatory bases when making certification decisions. The incumbent reviews and comments on proposed Departmental regulations and procedures/protocols and reviews proposals for minimum health and safety standards for the operation of a healthy, safe and compliant child care facility. Duties are performed under the supervision of an Early Learning Program Certification Supervisor. The incumbent in this position is responsible to understand the mission of the Office of Child Development and Early Learning and to adhere to the Office’s mission and the regulations, guidelines and procedures/protocols of the Bureau of Certification Services in all aspects of performance in the position. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The incumbent in this position performs the following work duties: Informs and responds to the public and providers regarding: • Initial inquiries regarding certification issues • Technical assistance about complying with state laws and regulations • Orientation information for prospective and new operators • Incoming telephone calls on assigned days Investigates facility compliance in accordance with legal and regulatory bases, written procedures/protocols, including facility history when applicable, for: • New and renewal applications • New and renewal facility inspections • Unannounced monitoring in certified facilities • Complaints regarding legally and illegally operating facilities which includes conducting interviews with all appropriate/involved parties. Performs follow-up certification activities by: • Completing required inspection reports in time frames established in the Bureau of Certification’s Protocols. • Providing technical assistance in accordance with state regulations to assist facilities in meeting regulatory compliance • Determining operator compliance with regulations • Making appropriate, correct certification decisions in accordance with written procedures/protocol • Updating operator demographic information in the Pelican Provider Certification/CLS • Assisting supervisor, regional director and headquarters staff in preparing negative sanctions as outlined in the Bureau of Certification’s Protocols manual • Preparing necessary documents for new certificates, renewal of certificates and negative sanctions, including fines • Testifying at hearings Works with other Departmental offices and other agencies by: • Responding to requests for comment on draft regulations, policy, procedures/protocols and program initiatives • Participating in Departmental initiatives involving child care and initiatives with other Departments or state agencies to assist in areas related to child care • Participating in STARS quality standards program and related initiatives representing the Department’s child care regulatory position • Representing to the public that the Department’s licensing and STARS programs are a continuum of Departmental oversight and participation in the provider community • Attending scheduled collaboration meetings with STARS partners Provides program support by: • Using electronic equipment, fax and telephone equipment • Preparing, using a computer, draft letters and other standardized materials relating to Departmental operating procedures for clerical staff • Using the Department’s CLS/PELICAN system to update provider profiles, and certification information • Using SAP and ESS systems • Obtaining and incorporating PELICAN information into inspection preparation and follow-up activities Performs other duties as required |
