Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a limited term Energy Assistance Worker position assigned to the Low Income Home Energy Assistance Program (LIHEAP). The primary responsibility of this position is to provide energy assistance in the form of Energy Assistance Benefits as federally mandated under LIHEAP. Job duties are carried out under the supervision of an Income Maintenance Caseworker Supervisor in the Dauphin CAO.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Performs initial interview of applicants in order to establish eligibility for assistance in the payment of residential energy bills. Work involves interviewing applicants, completing application forms and validating data received in order to recommend approval or disapproval of applications consistent with Federal and state Energy Assistance Program regulations. A major portion of the work is devoted to the routine processing of initial applications and performance of related clerical duties.

Participate in formal training courses as well as on-the-job training designed to develop the knowledge and skills necessary in the processing of applications. Work assignments are limited in scope and performed under the close supervision of an Income Maintenance Casework Supervisor who reviews work for completeness, accuracy, and adherence to program regulations.

Review mail-in applications in order to determine the completeness and accuracy of the application and supporting documentation. Gather all necessary information, if the applicant submits original documents for verification, make copies for the case record and return all original documents to the applicant.

Utilize computer programs to gather necessary data from LIHEAP, CIS, IEVS and PACSES programs as needed to make eligibility determinations. Legibly complete forms, correspondence and narratives.

Completes application forms, including arithmetical calculations; completes vendor authorization forms and notice-to-applicant forms related to the Energy Assistance Program.

Contacts vendors, employers and other individuals to verify application data when necessary.

Reviews files of current recipients to verify accuracy of categorically eligible applicants.

Evaluate information received via complaints, duplicate applications, other agencies, etc., to determine whether underpayments/overpayments exist. Prepare for and attend hearings and appeals. Conduct pre-hearing conferences with supervisor.

Performs related duties as required.

WORK CONDITIONS

• Assigned work duties are performed in a controlled office environment.

• In Counties with District Offices, employees may be reassigned to different worksites due to operational needs. Reassignments will be made in compliance with contract language.



Decision Making:

Decisions must be made regarding whether or not specific situations presented by client’s fit program parameters. Must deal in a professional manner with possible hostile clients. Applications are distributed equally among all Energy Assistances Workers (EAW’s) after having receipt of application recorded by clerical support staff into pending status. Completed work is forwarded to supervisor for review then data entered for payment. EAW’s alternate interviewing walk-in applicant/recipients as needed. Supervision is available on an ongoing basis as needed
