Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as the Chief of the Talent Management Division within the General Government HR Office (GG HRO) and is responsible for ensuring efficient and effective administration of all organization management, talent acquisition, and talent planning services for agencies GG HRO serves. In addition, serves as the HR team leader for assigned group of agencies to ensure effective and efficient HR service and support.

Additionally, this position serves as the Complement Manager for GG HRO.

Description of Duties:

SUPERVISION/MANAGEMENT

Supervises the Talent Acquisition and Planning Section by developing procedures, establishing goals, assigning and prioritizing work, approving and disapproving leave requests, counseling and addressing employee issues as appropriate, developing performance standards, and reviewing and evaluating subordinate work performance.

Provides direction and guidance in the administration and management of the core human resources programs associated within the Division.

Provides technical assistance to staff in the resolution of sensitive or complex human resource issues. Establishes goals and objectives for subordinate staff in furtherance the Office of Administration’s mission. Evaluates goal attainment and staff performance.

Responsible for ensuring subordinate staff provide excellent service and support to customer agencies which includes comprehensive workforce planning and assessments of team performance.

HR TEAM LEADER

Serves as the HR team leader for assigned group of agencies by ensuring GG HRO services are coordinated to achieve effective and efficient HR service and support.

Provides direction and guidance to team members in the resolution of sensitive or complex human resource issues.

Establishes and maintains effective working relationships within GG HRO staff as well as agencies served.

COMPLEMENT MANAGER

This position also serves as the Complement Manager for GG HRO. Duties include overseeing the management and oversight of the salary, wage and recruitment complement for the agencies served by GG HRO. Generates a variety of reoccurring and ad hoc reports for the purpose of optimizing staffing allocations within authorized Office of Administration (OA) and Office of Budget (OB) complement levels. Adjust position status in SAP to ensure authorized complement levels are maintained. Oversees and submits CAR’s for salary and wage positions as needed.

OTHER

Attends meetings and other business functions on behalf of the GG HR Manager.

Manages special projects/research projects as requested by the GG HR Manager.

Performs other duties as required.

Issues of the highest sensitivity, visibility, and concern to an agency’s executive leadership are raised to the supervisor for awareness.
