Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This leadership role is based in the Office of Children, Youth and Families, Bureau of Children and Family Services. It demands excellence in a fast-paced, deadline-driven environment with high expectations for quality and impact. The position is essential to business continuity and may require presence during emergencies or office closures. This is highly responsible administrative work assisting with directing the statewide licensing operations of County Children and Youth Agencies and other public and private agencies serving dependent and delinquent Pennsylvania youth. In this position, it will be essential to maintain cooperative working relationships with other OCYF bureau and division directors and program managers, key staff in various offices and bureaus, and with public and private grantees and contractors. |

Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. • Assist the Bureau Director within the Bureau of Children and Family Services (BCFS) in aligning goals and resources with the overall strategic vision established by the Office of Children, Youth and Families (OCYF) and the Department of Human Services (DHS); prepare and update plans and priorities. • Assist in planning, organizing, directing, and coordinating statewide licensing operations and monitoring child welfare services. • Develop and oversee a plan for interconnectivity within and across BCFS Regional Offices • Assists regional offices in the review of county children and youth agency annual plans and needs based budgets to assure that they are accurate and reflect federal mandates, departmental goals, objectives, and priorities. • Advise the Bureau Director on matters related to special initiatives • Oversee and monitor progress with addressing issues related to complex cases including being a part of the steering committee and representing BCFS in cross departmental initiatives. • Deliver, monitor, and communicate progress toward the achievement of BCFS goals. • Lead the internal workgroup to implement and monitor a strategic plan to decrease the occurrence of Near Fatalities and Fatalities within the child welfare system. • Develop a plan for standardization of licensing across regions • Participate in management team meetings and provide substantive input on program and policy discussions. • Track current events, recent research, policy developments, legislation and other issues of interest to BCFS, including analysis and summary of new research and findings to identify best practices that will contribute to the development of new practices, programs or procedures in Pennsylvania • Provide substantive input regarding the potential impact, to BCFS operations, of proposed legislation • Provide recommendations regarding implementation of passed legislation • Oversee the workload manager and help to determine trends in incident reporting to be addressed by the regional office oversight of private providers. • Prepare complex reports, manuals, requests for proposals and other documents for special projects • Provide technical advice and guidance to staff, other departments, the public and other agencies • Represent the Bureau Director and the interests of OCYF on internal and external workgroups, committees, and advisory boards • Works with and maintains communication with other offices both inside and outside the Department of Human Services. • Perform related duties as required. |
Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. The incumbent in this position is required to make independent decisions in conformance with statutory, regulatory and best practice standards. These decisions involve agency performance and function in both the public and private sector. As part of the Needs Based Plan and Budget process decisions regarding the recommendation of funding levels of county children and youth agencies are made. Licensing, abuse findings, and recommendations to the Secretary, Deputy Secretary and Bureau Director are also provided. Decisions on the direction of the workforce and work assignments are routinely made. The incumbent will also assist the Bureau Director with determining priorities among multiple tasks with competing priorities, the need for data or research to provide direction or guidance to key policymakers and the impact of changes in policy or legislation on BCFS operations and OCYF in general. They will also make recommendations for the creation, revision or abolishment of policies and programs based on the most current data and/or research. |
