Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides a full range of professional civil engineering highway design work for traffic control systems, system communication, coordinating IT system resolutions, analysis of vehicle detection data for traffic workflow management, and design plan details and specifications for ITS and fiber network components to ensure they are completed and reviewed efficiently and effectively.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Independently determines and applies appropriate engineering principles to the preparation of designs or performs technical review of plans or ITS systems for highway projects for compliance with project scope and Department standards, policies, and regulations for projects such as but not limited to VSL, lane-control and queue detection, ITS device calibration and proper ITS operation.

Analyze incoming vehicle detection data to ensure expected results in motorist-facing technologies (i.e., VSL, lane-control, queue detection, etc.), work with management and third-party partners to verify device calibration and suggest/make algorithmic adjustments necessary for proper ITS operation.

Assist in the design, development, review, verification, and testing of ITS software initiatives.

Analyze design/construction plan details and specifications for ITS and the related fiber network.

Assist all internal and external partners with ITS fiber integration coordination, assist in assigning appropriate fiber connections, and update fiber network diagrams.

Assists in the development and updating of the engineering components of ITS standards, policies, and procedures.

Monitors the highway system performance daily and initiate data evaluation, provide recommendations and coordinate actions to alleviate traffic control problems ensuring incident mitigation techniques are evaluated and coordinated with emergency operations partners in areas such as variable lane speeds, managed lanes and arterial signal systems.

Develops recommendations for operational efficiency of the highway system for the Regional Traffic Management Center Supervisor, construction, design, bridge, and maintenance units.

Reviews and recommends improvements to ITS and signal systems.

Integrates new devices into the ATMS software and ensures proper operations.

Records and documents technical performance of ITS systems, identifies, and coordinates issue resolutions.

Performs field inspections of devices, spotting of new devices and performs stand alone and system testing recommendation alternatives when needed.

Represents the Regional Traffic Management Center at project construction meetings and project coordination meetings with designers and equipment vendors.

Troubleshoots system communications issues with the maintenance or construction units, designers, integrators, IT, and others.

Coordinates issuance of work notifications to the maintenance contractor to ensure resolutions of technical issues.

Evaluates program needs for potential deployment and initiates reports outlining the recommendations changes or alternatives.

Performs incident management, evaluates needs, and coordinates needs of the safety Vehicle patrol program.

Coordinates the scope of work for fiber installations including splicing plans with design, construction, and contractor staff.

Performs technical reviews of designs related to communication systems for traffic signal and ITS systems through media such as fiber optics, cooper cable, etc. and ensures adherence to the standards.

Maintains and updates the District's fiber management database,

Performs and assists with troubleshooting the PennDOT fiber optic network,

Develops the scope of work for the fiber optic cable installations as part of roadway construction plans.

Coordinates work for the fiber optic cable installation and maintenance for agencies including townships, boroughs, private construction projects, and other state and city agencies and utilities.

Performs other related duties as required.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.
