Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Conduct sanitation inspections of seasonal farm labor camps and food/milk facilities such as wholesale, retail, manufacturing, dairy and warehousing in assigned regional areas as well as FDA audit inspections.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Employ a variety of laws, regulations, policies and food safety and security knowledge during inspections / investigations to evaluate foods and food facilities to determine compliance.

Independently conduct numerous types of food safety related inspections in a variety of establishments including produce farms, dairy farms, retail food facilities, manufacturing facilities, milk and egg processing facilities, distribution, and warehousing facilities, etc.

Completes specialized training and inspections for Shellfish, FDA Contract Inspections, Preventative Controls, Seasonal Farm Labor Camps, Juice HACCP, Seafood HACCP, Acidified Foods, Interstate Milk Shippers Ratings, Licensed Laboratory Evaluations Officer (LEO), Licensed USDA Evaluator for Federal Audit Program and/or any other work as assigned.

Prepares written narrative and statistical reports and records/correspondence pertaining to inspections and other activities related to the food or milk industry and sends to supervisor for review and approval.

Record data and all adverse findings and conditions in a thorough detailed manner, in order for management to take appropriate corrective actions.

Review past reports in conjunction with the current inspection or investigation.

Conduct reinspection or reinvestigation of food facilities by current policies and procedures.

Maintain a record-keeping system for all applicable time-sensitive inspectional activities.

Access, input, retrieve and transmit information through electronic means and effective use of a computer.

Evaluate and approve or disapprove plan reviews for new construction, remodeled facilities and change of ownerships, in order to determine compliance with applicable rules and regulations, which requires knowledge of technical specifications as determined by the Department.

Reviewing plans, blueprints, materials for construction, installation and/or modifications of dairy systems such as a dairy farm’s water supply and pipeline milking systems, to ensure they are in compliance with minimum standards.

Approve applications for licenses, registrations, certificates or permits and collect applicable fees.

Sample food products to determine safety and compliance.

Interpret laboratory results.

Investigate complaints of food products, sanitation conditions and other related problems.

Respond to emergency situations during and after regular work hours, such as truck and rail accidents, fires, power outages, and acts of nature to determine food safety.

Prepare, represent and present cases for the Commonwealth at court proceedings.

Recommend types of official action such as warning letter; summary; license, registration, certificate or permit suspension or revocation; civil penalty; or administrative conference.

Assist regulated industry and the public with requested training programs. Enters data gathered during inspections and investigations, into food safety software programs to record results of activities through use of a computer.

Maintains a record keeping system documenting activities and actions related to milk and food sanitation activities.

Preparing and conduct formal presentations related to food safety in the food industry for farming community, schools, civic groups, restaurant workers etc., by giving presentation and presenting the prepared materials.

Develop and maintain a working relationship with all inter-related agencies.

Discuss and explain rules and regulations to the industry and general public.

Demonstrate a commitment to meeting and exceeding expectations of the bureau’s customers at all times.

Apply Lean tool(s) to day-to-day tasks when a process has been identified for improvement.

Operate, maintain, and use all assigned Commonwealth equipment appropriately.

Accomplish other duties as assigned by management of the Department.

Obtain Dairy Sampling Surveillance Officer certification (DSSO) or State Sampling Officer certification (SSO)
Attend meetings and training seminars which may include overnight travel as deemed necessary.

Conduct unannounced food safety inspections of various facility types during hours of operation. This may include the need to work occasional non routine work days and/or outside of normal work hours to include starting before 8:00 AM or working beyond 4:00 PM.

Conduct inspections and determine facility compliance with or without approval.

Approve alternate methods of facility compliance as provided for in regulations.

Assess food safety hazards associated with vehicle accidents, fires, power outages, and other acts of nature.

Institute food disposal and food facility closure.

Institute compliance actions related to voluntary actions.

Provide feedback to program specialists regarding specific programs.

Institute warning letters and prosecutions upon supervisory or management approval.

Refer approval or disapproval recommendation of plan review applications to supervisor.

Approve license, registration, certificate, or permit applications.

Plan, schedule and effectively communicate weekly activities.

Provide timely feedback of unusual or sensitive situations to supervisor and management as appropriate.
