Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position provides technical guidance and support to the operation of the CHIP Member Services Unit. A Medical Assistance Program Technician (MAPT) serves as a Call Center Agent for responding to calls made to the CHIP Call Center and emails sent to the Resource Account from Pennsylvanians needing assistance regarding a variety of CHIP issues/concerns. Also, as needed, reviews work to ensure that a complete and accurate determination was completed; assists in the development of quality control administrative and programmatic policies and procedures necessary to implement and maintain the statewide review program; and accesses required information technology systems to resolve any inconsistencies between available data and the information given. This position reviews records of enrollees and makes appropriate referrals if needed. The MAPT will be assigned duties based on current business needs. The MAPT carries out the following tasks under the supervision of the immediate supervisor. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Applies federal and state laws and regulations, policies and procedures related to CHIP enrollment utilizing data entry, and accuracy of information through the current computer systems. Assists in the processes for a needs-based health insurance program by evaluating past, current, and anticipating future circumstances of enrollees in accordance with federal and state laws, regulations, and policies. Processes and approves or disapproves enrollment requests by gathering and analyzing information, comparing actions to policy, conducting research through other DHS systems to determine actions taken by caseworkers, determine if a client or contractor error occurred, and make decisions on enrollment changes. Enters appropriate transactions in the Electronic Client Information System (eCIS) to complete the action. The MAPT communicates on a continuous basis to the public by responding promptly and professionally to incoming telephone calls, conveys the application process and eligibility criteria through various CHIP policies and procedures, returns calls to explain outcome of investigations and addresses an applicant’s/enrollee’s concerns, and when necessary, utilizes interpreter services for non-English speaking customers. Monitors resource accounts that are assigned to the CHIP Member Services. Responds timely to all inquiries received via email. General Requirements for MAPT: Utilizes knowledge of both CHIP and Medical Assistance policies and procedures. Accesses various computer systems (i.e., IEVS, SAVE, eCIS, etc.) to access other required data as necessary to verify reported information. Evaluates information collected and data entered by another entity; analyzes information for errors and possible trends; works closely with the contracted insurance company to resolve any enrollment inconsistencies. Communicates effectively both orally and in writing with internal staff, contractors, and enrollees; clarifies policy or procedural misunderstandings; assists in the development of training materials; and recommends policy clarifications or changes based on trend data. Other Duties: Participates in special projects as needed. An example of a special project would be addressing gaps in CHIP MCO enrollment. Information gathered would be entered into Excel and appropriate updates made to CHIP MCO enrollment via eCIS. Documents processes and activities in Standard Operating Procedures, as needed. Attends staff meetings and trainings both in office and remotely. Uses various computer systems and other office equipment. Performs other duties as assigned. |

The employee will be expected to work independently with minimal supervision. The supervisor will review a set number of actions completed by the MAPT for quality and quantity. |
