Position Purpose:

This is supervisory work directing the maintenance and construction of facilities, utilities and grounds at the Jennings Environmental Education Center. This position performs duties that are routinely executed seven days a week and will be routinely scheduled to work weekends, evenings and holidays as needed for park operations and to meet seasonal needs.

This position is a working supervisor who works closely with the EE Center Manager to provide the day-to-day planning, supervision and support necessary for a high-quality maintenance program at Jennings EE Center.

This includes all Center infrastructure, such as offices, classrooms, restroom facilities, picnic areas, historic and cultural structures, water and sewage treatment systems, parking lots, roads, trails, and bridges; Center grounds – including mowing, trimming, seeding, hazardous and downed tree removal, and snow/ice removal; Center resource management efforts such as prairie management, invasive species monitoring and suppression, stream enhancements, habitat improvement, tree planting and abandoned mine drainage mitigation.

General:

Plans, organizes, schedules, assigns and reviews work assignments for salaried and seasonal EEC maintenance employees as necessary to carry out the maintenance program at the EEC.

Sets priorities and is responsible for the effective utilization of employees, volunteers, community work experience crews, special project crews (PAOC) and commonwealth equipment. Instructs employees and volunteers on proper work methods and techniques.

Coordinates with EE Center Manager, Program Coordinator and EE staff to plan work that will support and enhance EE programs and conduct work when and where it will least interfere with scheduled programs and events.

The individual occupying this position must set an example for the employees they supervise by adhering to the letter and intent of all park rules and regulations; by promoting teamwork and presenting a positive attitude; by ensuring that all work is carried out in a safe and efficient manner; by correcting or having corrected unsightly or unsafe conditions whenever encountered; and by always carrying out assigned duties in a professional and cooperative manner that best serves the public interest.

Orders and helps subordinates order supplies and materials needed for general operations and maintenance of Jennings EEC. Maintains a supply of maintenance materials likely to be needed by the EEC on a regular basis. Keeps formal inventory and informal inventory of the use of gasoline, oil, tires, materials, tools, and equipment.

Keeps accurate inventories of tools, supplies, and equipment.

Coordinates with the EEC Manager on all issues relating to maintenance. Provides recommendations on solutions to problems and techniques for completing projects.

Prepares plans or diagrams of buildings, electrical improvements, landscaping, and appurtenances; presents them to manager for review.

Assists in planning, directing, supervising, and evaluating special projects.

Coordinates the acquisition of materials and equipment needed to carry out special projects.

Assists with water and wastewater operation, monitoring and repairs, including excavation and pipe repairs, pump replacement and repairs and other associated tasks.

Reads and interprets blueprints and shop drawings.

Uses current methods to complete carpentry, electrical, masonry, plumbing, mechanical, welding, roofing, and painting projects.

Participates in the completion of projects and/or operation of machinery when needed.

Prepares a variety of reports such as automotive, gas/oil disbursements, and accidents, and provides information for other reports as needed.

Assists with special projects or assignments at nearby parks and State Park Region 2. Also cooperates with volunteer organizations, the Fish and Boat Commission, Game Commission, local municipalities, and other state agencies when needed.

Recommends and prepares cost estimates for facility improvements, Major Maintenance and special projects that would benefit the park visitor.

Recommends equipment acquisition and replacements that would help carry out the park mission.

Safety:

Inspects buildings, equipment and facilities for safety, cleanliness, and maintenance needs.

Identifies public safety hazards throughout the park and takes immediate steps to remove the hazard.

Operates and demonstrates the proper use and maintenance of equipment and tools.

Serve as the Safety Officer and Right to Know Coordinator to ensure that Right to Know Employee workplace notice is posted prominently in the wok lace at locations(s) where employee notices are normally posted.

Responsible for ensuring the park complies with existing and new regulations, including the Right-to-Know program, Fuel Storage Tanks (daily and monthly monitoring), Pesticides, Hazardous Materials storage and transportation, emissions control, etc.

Complete an annual Hazardous Substance Survey.

Maintain a binder of all Material Safety Sheets for hazardous substances found in the workplace.

Complete and submit quarterly Hazard Identification and Self Inspection Checklist.

Inventory and maintain confined space equipment.

Supervise employee entry into confined space.

Resource Management:

Assists EEC Manager and Resource Management Field Services Section Representative with the following:

Scouting for and identifying of invasive plants/insects and diseases, infestations and monitoring efficacy of past treatments.

Shall be required to obtain and hold a Pesticide Applicators license needed for application on public lands (parks & schools) for managing invasive vegetation, pests and turf areas within the park and perform application of pesticides in the park. Maintains license by attending training and acquiring the needed annual CEU’s

Assist with laying out projects for suppression of invasive plant species using either herbicide or mechanical means to improve habitat within the park.

Assist with the implementation of in-house projects such as herbicide treatments, forest stand improvements, tree plantings/pruning, and stream habitat work etc.

Assist with performance checks of contractors conducting habitat work on behalf of the park.

Participates in prescribed fire operations at Jennings at a FFT2 level or higher.

Maintains inventory of prescribed fire equipment.

Supervisory:

Evaluates employee work performance, prepares, and signs Employee Performance Evaluation Reports for all maintenance personnel under direct supervision.

Administers discipline as necessary and completes required documentation for personnel files.

Interviews prospective employees.

Reviews and approves leave requests. Reports abuses to Center Manager.

Receives grievances and employee complaints, conducts investigations into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.

Other duties as assigned by supervisor.

Employee, in conjunction with EEC Manager to determine and prioritize projects to be completed. Employee determines needed supplies and manpower, assigns duties to subordinate maintenance personnel, and reviews work upon completion. Employee performs full range of supervisory duties.
