Position Purpose:

The General Government Technology Services Office (GGTSO) Chief Technology Officer (CTO) reports to the Commonwealth Enterprise Technology Service Office (ETSO) Chief Operating Officer (COO) to provide direction and guidance on technology services specific to the agencies supported within the General Government Delivery Center.

As such, the GGTSO CTO is responsible for architecting, planning, directing, evaluating, and controlling the technology and coordinating for the resources needed in managed compute, network, telephony, data management, and systems management. The GGTSO CTO’s role is to align the technology use within the delivery center to the vision, strategy, and roadmap established by the Commonwealth’s CIO and CTO for the following agencies: Governor and Lieutenant Governor’s Office, Office of Administration, Department of General Services, Office of General Counsel, Office of Budget, Office of Inspector General, Department of Education, Human Relations Commission, Historical Museum Commission and the Civil Service Commission.

The position oversees and in many cases cross-coordinates all information technology systems in this grouping – from the simplest to the most complex – including all interfaces and exchanges required to deliver a successful solution to the agency customer. Work performed by the GGTSO CTO has broad operational and administrative impact upon services and programs administered by the agencies that comprise the delivery center.

This position reports directly to the Enterprise COO but will have a day-to-day working relationship with the General Government Chief Information Officer. The incumbent will receive direction from the COO for enterprise efforts and will receive direction from the GGCIO for activities that relate to the delivery of services to the agencies that comprise the General Government Delivery Center.

This is a senior management position with significant influence over staff, services and solutions provided to agencies, and assists in the development of the future direction of the enterprise.

Description of Duties:

Works closely with the General Government Chief Information Officer on the successful delivery of technology solutions and services to the delivery center customers.

Work closely with ETSO line managers in the delivery of services. The GGTSO CTO plays a unique role in the brokering of services between enterprise and consolidated service providers under domains such as service desk, end user support, telephony, and compute services to provide the needed solutions to support agency operations.

Fosters and maintains a customer-orientated environment as a service provider. Ensures that metrics are tracked that showcase the value of the IT environment and documents areas that require continual service improvement.

Identify and champion best-practice policies for the General Government Delivery Center information and technology systems and services.

Interpret technology and market trends to assist the Commonwealth CTO and General Government Delivery Center CIO with technology foundations and product roadmaps.

Establishes a team culture that unifies the DCTSO IT team across the different agencies.

Facilitates the development of the delivery center specific continuity of operations / business continuity plan to respond to emergency interruption of IT services.

Participates and leads technology architecture efforts to ensure integration and inter-operability of solutions and services for the delivery of effective and secure systems to address complex business needs and requirements.

Develop business case justifications and cost benefit analyses for technology spending and optimization of initiatives for the General Government Technology Service Office and the General Government Delivery Center.

Develop and document standards, objectives, policies, processes and procedures, and roles and responsibilities to support the General Government Technology Service Office service delivery process.

Creatively and independently provide resolution to technical problems in a cost-effective manner.

Continually evaluate the demand for IT services to ensure sufficient capacity to meet the needs of the agencies within the delivery center.

Assess and communicate risks associated with technology related investments and purchases within the General Government Delivery Center.

Approve, prioritize, and control projects and the project portfolio as they relate to the selection and acquisition of major information systems within the General Government Delivery Center.

Assist in the definition and communication of enterprise procedures, policies, and standards for the General Government Delivery Center for acquiring, implementing, and operating new network systems, equipment, software, and other technologies.

Establish performance measurement standards and evaluate performance of subordinate employees as required.

Support the Commonwealth CIO and CTO with planning, performance measurement, and evaluation as assigned.

Assist and support the Commonwealth CTO in the planning, directing, organization, and evaluation of enterprise operations and initiatives.

Knowledge of complex architectural and infrastructural concepts as well as current industry standards and best practices in large enterprises.

Demonstrates personal involvement in the establishment of ITSM processes within the General Government Operations Delivery Center.

Leads the ongoing management of IT Service Knowledge within the General Government Delivery Center.

Demonstrates annual improvement in relevant ITSM metrics for the General Government Delivery Center.

This position will play a key role in the ongoing adoption and maturity of service management process within the General Government Technology Service Office and the enterprise.

Plans, directs and manages all IT technology matrixed resources for the General Government Delivery Center in support of the Governor and Lieutenant Governor’s Office, Office of Administration, Department of General Services, Office of General Counsel, Office of Budget, Office of Inspector General, Department of Education, Human Relations Commission, Historical Museum Commission and the Civil Service Commission. Advises and recommends IT and management strategies, including staff planning and analysis, budget proposal and justification, solution architecture, planning and acquisition, along with solution implementation. Supervise the evaluation, recommendation, acquisition and implementation of technology-based solutions that support the General Government Development Delivery Center. The incumbent must exercise appropriate discretion and professional judgement in handling complex and sensitive matters.
