Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position analyzes and evaluates agency programs and projects to determine the extent to which the goals and objectives are being met, develop solutions and recommendations for program or policy changes and to determine the impact of program changes on efficiency and effectiveness. This position serves as Program Manager and principal analyst for the BSBO Survey Center and oversees development and maintenance of BOI’s program and project assessment tools. This position reports to the Program Analyst 4 in the Transportation Bureau of Strategic Business Operations (BSBO).

Description of Duties:

Performs advanced professional work in the analyzing, managing, coordinating, and implementing of Agency Survey Program initiatives. Provides planning, technical advice, direction, and support for PennDOT’s Survey Center Program.

Serves as the single point of contact and technical resource for survey operations and analysis for all PennDOT county, district, and central office staff in Pennsylvania.

Manages the Strategic Business Operations' Survey Center, specifically by maintaining the survey master schedule and assignments, documenting survey data collection and reporting requirements and ensuring these requirements are met and ensuring survey data integrity and security in compliance with Agency IT security and related policies.

Advises survey users on survey design and question development, monitors active surveys and recommends actions to ensure adequate response characteristics, and manages survey data.

Uses appropriate software tools to collect survey data based on survey and question designs agreed upon with survey users.

Monitors progress of active surveys and develops recommendations for maintaining or improving survey response characteristics to ensure statistical validity and usefulness of survey results.

Applies statistical, and/or mathematical methods to analyze survey data, prepares reports, tables, charts, and graphs, and develops written reports, where needed, to present key survey results and make recommendations for improving agency operations.

Prepares complex multi-worksheet MS Excel workbooks utilizing statistical, mathematical, look-up/reference, logical and other Excel functions, as well as Excel data tools, charts/graphs, etc. These workbook tools may be used in conjunction with agency projects or initiatives, or as standalone tools used by agency staff to complete statistical or financial evaluations of programs and projects.

Uses tools such as MS PowerBI to provide enhanced data visualizations and dashboards. Formats outputs to provide easy to access to data to meet customer needs.

As assigned, reviews and evaluates agency programs and projects to measure and document their impacts and assess their effectiveness in the context of agency strategic objectives and operational needs.

Performs research, as assigned, to gather information, collect data, and perform statistical or financial analysis used for evaluating agency programs and projects and to make recommendations for changes or improvements to agency programs or projects.

Develops reports and delivers presentations for agency staff, agency leadership, and public stakeholders. Develops and maintains policy documents, manuals and similar documents as assigned.

Performs other duties as assigned to support agency objectives and operational needs.

Workforce Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.
