Position Purpose:

The Director of Data Strategy & Analytics is a senior leadership role responsible for transforming how the agency collects, manages, and uses data across its Facilities, Capital Programs, Real Estate, Procurement, and Supplier Diversity portfolios. This individual will serve as the agency's data champion — bridging the gap between operational teams and strategic leadership by designing and implementing a unified, accessible, and actionable data ecosystem.

This is a builder role. The agency is in the early stages of its data maturity journey, operating across multiple disconnected systems with heavy reliance on manual processes and spreadsheets. The Director will lead the cultural and technical transformation needed to become a data-driven organization — breaking down silos, modernizing reporting, and empowering staff at every level to make faster, more informed decisions.

Strategic Leadership

• Develop and execute a multi-year Enterprise Data Strategy aligned to the agency's operational and capital planning goals

• Serve as a thought leader and internal advocate for data-informed decision-making across all business units

• Partner with the COO and senior leadership to translate strategic priorities into measurable performance frameworks and dashboards

• Build and maintain a data governance structure including policies, standards, data ownership, and accountability

Data Infrastructure & Architecture

• Lead the assessment, design, and implementation of a centralized data warehouse or data platform that consolidates information from disparate systems (CMMS, ERP, procurement platforms, real estate databases, project management tools, etc.)

• Develop a roadmap to reduce dependency on manual Excel-based processes through automation, integration, and scalable tools

• Oversee system integration efforts, working with IT, vendors, and program staff to establish reliable data pipelines and ETL processes

• Evaluate and recommend modern BI and analytics platforms (e.g., Power BI, Tableau, Snowflake, Azure Data Services)

Analytics & Performance Management

• Design and maintain an agency-wide performance management dashboard that provides real-time visibility into capital program delivery, facility conditions, lease portfolios, contract execution, and supplier diversity metrics

• Develop KPIs, benchmarks, and reporting standards for each business division

• Conduct advanced analytics to identify trends, forecast needs, surface risks, and support resource allocation decisions

• Support compliance and transparency reporting for legislative, executive, and public stakeholders

Change Management & Stakeholder Engagement

• Build strong relationships with division directors, program managers, and front-line staff to understand data pain points and champion solutions from the ground up

• Lead change management efforts to shift organizational culture from reactive, manual reporting to proactive, data-driven operations

• Develop training programs and self-service tools that empower non-technical staff to access and use data confidently

• Act as a translator between technical teams and operational leaders — making complex data concepts accessible and actionable

Team & Vendor Management

• Build and lead a small, high-performing analytics team (analysts, data engineers, BI developers)

• Manage consultant and vendor relationships related to data platforms, system integrations, and analytics tools

• Manage project budgets, timelines, and procurement for data and technology initiatives

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

The incumbent will prepare documentation and presentations in support of strategic planning, process improvement, human-centered design, data collection and analysis, facilitating and presenting, and performance management

The incumbent will identify major trends in business transformation, Lean, organizational effectiveness, change management, and project management and effectively communicating trends to Executive Staff.

The incumbent will facilitate meetings among key stakeholders involving all agency program areas and internal/external stakeholders.

The incumbent will represent the agency’s strategic operations story in presentations, conferences, and meetings.

The incumbent advises the agency head on progress achieved on the goals and objectives, and they will help to organize resources to address critical needs.

The incumbent will use problem-solving, collaboration, emotional intelligence, and logical reasoning skills to effectively and efficiently solve problems.

Essential Functions
: Provide a list of essential functions for this position. Example: Transports boxes weighing up to 60 pounds.
 
 1. Provide administrative, technical, strategy, planning, and decision-making assistance to Secretary.
 2. Facilitate establishing Department’s strategic goals and objectives
 3. Direct development/execution/implementation/evaluation of enterprise-wide strategic initiatives.
 4. Provide direction/technical assistance/consulting services to DGS Executive Staff and Bureau Directors.
 5. Prepare business strategy, communication, employee adoption, and project management documents.
 6. Proficient in a variety of organizational change management, leadership assessment, organizational effectiveness, & project management methods and too
 7. Work with department staff to integrate organizational change management principles into strategy, operations, and work processes.
 8. Support Executive Staff and Bureau Directors in analyzing business processes across DGS for improvements.
 9. Communicate effectively verbally and in writing.
 10. Travel to various sites in Cmnwlth
