Position Purpose:

This position is established within the Program Analysis, Metrics, and Business Services Section (PAMBSS) of the Strategic Development and Implementation Office (SDIO), Highway Administration Deputate. The Program Analyst 2 is responsible for analyzing and evaluating management programs and operational practices across the Central Office, Engineering Districts, and County Maintenance Organizations to enhance organizational effectiveness, efficiency, and accountability. The position provides data-driven analysis and strategic recommendations to executive and senior management related to policies, procedures, business processes, and management practices.

The position works collaboratively with PAMBSS team members, District Executives, Highway Administration Bureau Directors, Assistant District Executives for Design, Construction, and Maintenance, and County Managers to develop, implement, and evaluate performance metrics that support strategic goals and continuous improvement initiatives.

Key responsibilities include data analytics, forecasting, and reporting; systems support and IT project management; operational improvement and quality assurance; stakeholder coordination and communication; training and resource development; and specialized program administration.

Description of Duties:

Serves as a key resource supporting implementation, compliance, continuous improvement, and performance management activities across all Design, Construction, Maintenance, and Service organizations within the Highway Administration (HA).

Performs comprehensive program and operational analysis, research, forecasting, evaluation, and planning; assesses process effectiveness, goal achievement, and impacts of change; and develops data-driven recommendations for improvements, innovations, and business process reengineering.

Analyzes operational and maintenance data to identify trends, establish baselines, set goals, monitor performance, ensure compliance with policies and manuals, determine root causes of deficiencies, and recommend corrective actions.

Develops, prepares, and monitors required internal, federal (FHWA), and organizational performance reports, including tables, charts, graphs, Strike Off Letter (SOL) reports, and other analytical products used statewide to communicate complex findings and recommendations.

Provides post-implementation and operational support for MAPI, PennDOT Data Integration Facility (PDIF), Plant Maintenance (PM), SAP, and other production management systems; collaborates with program managers, analysts, engineers, power users, and implementation teams to identify system issues, develop mitigation strategies, and ensure effective system utilization and procedural compliance.

Participates in department-wide system and process evaluations to identify deficiencies, enhancement needs, and improvement opportunities; supports resolution efforts through coordination with IES, system development, training, and resource development.

Maintains alignment and communication among HA Executives, Central Office Bureaus and Offices, Engineering Districts, and County Maintenance Organizations; responds to executive and management requests for data extraction, analysis, and impact assessments related to business process changes, laws, regulations, and operational initiatives.

Works with Bureau of Maintenance, Operations & Performance Division Regional Managers and Regional Maintenance Advisors (RMAs) to develop, implement, and evaluate county maintenance Quality Assurance (QA) plans, MECE objectives, schedules, and process improvements.

Documents and reports deficiencies, best practices, requirements, assumptions, risks, and business partner requests; prepares clear, transparent findings and recommendations to support decision-making and strategic alignment.

Assists in the planning, implementation, evaluation, and continuous improvement of maintenance management practices, initiatives, compliance programs, and deputate-wide automation and system development projects.

Develops program performance measures; calculates, monitors, updates, and recommends adjustments to metrics to assess program effectiveness and operational outcomes.

Develops training materials and manuals; delivers and supports statewide training for RMAs, districts, counties, and users on data integrity, data analysis, reporting techniques, system functionality, QA processes, and best practices; conducts follow-up reviews of corrective actions.

Provides technical expertise, database support, and assistance with system queries, reports, policies, and procedures; serves as liaison between business users, developers, and internal/external stakeholders.

Participates in IT and engineering computing initiatives, including project management support, system policy definition, user request analysis, and coordination of system enhancements to ensure IT solutions align with business needs.

Serves as backup to the (PDIF) Coordinator for HA metrics and supports department-wide performance reporting.

Coordinates special programs and initiatives, including preparation of AASHTO award applications, annual HA forms and publications updates, and leadership of the HA Performance Award Program, managing nomination processes, compliance, logistics, communications, and event execution.

Demonstrates advanced proficiency in Microsoft Excel and related tools to support data tracking, reporting, analysis, and program evaluation activities.

Communicates project status, risks, issues, and progress to internal and external stakeholders throughout project planning, development, and implementation.

The position prepares analytical reports and recommendations that inform management decision-making for senior leadership, including the Deputy Secretary for Highway Administration, Chief Engineer, Strategic Development and Implementation Office Director, District Executives, and Bureau Directors.
