Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

As a drug and alcohol program analyst of the Department of Drug and Alcohol Programs (DDAP), the incumbent in this position will perform professional, consultative, and administrative work on recovery support services throughout the Commonwealth. The incumbent will plan, develop, and monitor programs associated with substance related recovery support services.

This position, within the Department of Drug and Alcohol Programs, Treatment and Prevention Division, supports the organization’s mission of engaging, coordinating and leading the Commonwealth of Pennsylvania’s effort to prevent and reduce drug, alcohol and gambling addiction misuse; and to promote recovery, thereby reducing the human and economic impact of the disease, by planning, developing and expanding recovery support programs for various public health programs in the field of substance use. This includes understanding recovery-oriented systems of care, collecting, organizing, analyzing, and reporting information/data, and making recommendations for policies/standards to enhance the delivery of recovery support services.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Provide technical assistance to county partners, provider agencies and recovery community organizations on funding, design and development of peer service programs and other recovery-promoting services.

Advises public and private agencies of federal and state requirements concerning planning, contract development, funding, program services, and other drug and/or alcohol related matters specific to recovery support services and recovery-oriented systems of care.

Develops and/or revises program guidelines, standards, and procedures around recovery support services.

Conducts and participates in training and presentations on recovery support services and other-related topics to providers, potential providers, and Single County Authorities.

Collects and analyzes information required to develop a data collection system on recovery services to determine its impact and effectiveness on consumers. Data collection system should be able to extract “report cards” for agencies with their specific data.

Organizes, analyzes, and interprets data received from SCAs, recovery community organizations and recovery support providers.

Maintain a current directory that is easily accessible to the public of all recovery community organizations in Pennsylvania including service hours, contact information and hours of operation.

Educate Single County Authorities, treatment, prevention, intervention and treatment-related service providers, advocacy groups and concerned citizens about recovery support services and recovery-oriented systems of care.

Participates in statewide or county-level workgroups, meetings, or committees, as assigned.

Research new and existing recovery services, programs, and strategies.

Advise providers of best practices/evidenced based recovery service practices and diversity, equity, and inclusion in order to improve quality of services for everyone.

Implementation and administration of special initiatives in cooperation with various other Departments.

Assists in the management and oversight of grants or projects related to recovery support services by:
- Serving as the subject matter expert on grant/project
- Organizing and leading meetings of grant/project partners
- Preparing grant/project plans and reports
- Participating in the development of scope of work for grant/project contractors
- Reviewing reports or other deliverables submitted by grant/project contractors
- Identifying problems or challenges with grant/project and opportunities for improvement
- Conducting programmatic review of budgets, invoices, and expenditure reports as applicable

Maintains effective working relationships with representatives of federal, state, & local government as well as public and private agencies.

Handles a variety of special projects as assigned by the Supervisor.

Perform other related duties as required.

Reviews, analyzes, and interprets complex, and large volumes of documents and makes recommendations to supervisor and division director.

Drafts documents, bulletins, regulations, correspondences, reports for supervisor review.

Serves on committees or work groups within and outside DDAP.

Reviews policies and procedures and recommends internal program changes, as needed.

Works under the general direction of the immediate supervisor.
