Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provide comprehensive technical assistance to treatment providers, single county authorities, stakeholders, and the community regarding various quality improvement projects. Technical assistance is based on outcomes and needs identified through data analysis and continuous quality improvement.

Description of Duties:

Assist in the development and implementation of quality improvement measures for substance use disorder (SUD) treatment throughout the commonwealth through in-depth analysis of data driven outcomes.

Provide technical assistance to improve quality within the SUD field by developing and assisting with implementation of best practices for treatment providers through education, training, and onsite visits.

Assist in the SUPTRSBG Peer Review Process which includes developing a statement of work, review of invoices, and working with the contracted vendor to develop the tools and processes for the peer to peer evaluations.

Assist in the department’s ASAM alignment process through survey development, technical assistance and educating the substance use disorder field on the changes and implementation of ASAM.

Analyze data collected from various sources including provider licensing visits, feedback from training, and DDAP’s treatment data collection system to:
-Determine areas where quality improvement can be made both internally and externally.
-Track trends regarding client care and safety.
-Make recommendations regarding regulatory and policy changes to improve quality of care.
-Develop tools to provide comprehensive technical assistance.
-Track regulatory compliance among providers, and
-Make recommendations regarding regulatory and policy changes.

Provide training services to existing and potential licensed SUD facilities regarding service delivery through interpretation of D&A regulations, laws, block grant requirements, and ASAM alignment.

Provide internal support, guidance and technical assistance to employees of DDAP regarding D&A regulations, MDAIR and ASAM.

Provide internal and external trainings regarding D&A regulations and quality improvement.

Assists in the study, analysis, and evaluation of community SUD needs and resources and serves as a consultant to those who establish recommendations based on the study.

Develop forms for the tracking of MDAIR-related information and work collaboratively with other areas of DDAP to provide education and training on the requirements of the law.

Conduct MDAIR investigations and present findings to the MDAIR committee.

Assist with the coordination of MDAIR meetings.

Assist with the completion and preparation of the MDAIR and DDAP annual reports.

Assist with gathering information and generating data reports.

Serves on committees or work groups outside the Bureau representing Quality Improvement, SUD and other Department interests.

Participates on internal projects of the Bureau to provide Division expertise on quality of care requirements and resolution of identified issues at the SUD provider level.

Maintains effective working relationships with representatives of local and state government as well as public and private agencies.

Provides in-depth technical assistance to SUD providers.

Compiles and analyzes statistical data.

Collaborates with other Divisions and Bureaus to determine needs of the department and treatment providers through the analysis of data driven outcome measures.

Develops excel spreadsheets, word documents, graphics, infographics, PowerPoint presentations for tracking, reporting and educational purposes

Perform other related work as assigned.

The individuals assigned to this position are responsible to analyze data as it relates to regulations, laws, block grant requirements, ASAM, MDAIR and other areas identified by DDAP to determine patterns, make recommendations for internal and external quality improvement, and provide technical assistance as warranted. Work is performed with a great deal of autonomy and will involve coordination and collaboration with other Bureaus, treatment providers, and stakeholders. This position will assist in making recommendations of changes to policy and regulation.
