Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. • Directs the development of policies for charter school operations. • Directs and leads the Division of Charter Schools’ daily activities. • Reviews and proposes legislative policy and regulations to improve instruction, teacher effectiveness, and instructional delivery to improve student achievement. • Directs the application review process for authorization of new cyber charter schools. • Directs the reauthorization review process of previously authorized cyber charter schools. • Leads the full annual review process for each cyber charter school, including collecting and analyzing required data, establishing and managing review procedures, ensuring timely review meetings, and coordinating follow-through on findings and recommendations. • Directs the review process of the charter school annual reports submitted each year. • Serves as the final reviewer of annual charter school reports submitted each year. • Directs the compilation of documents for preparation to and in conjunction with the Office of Chief Counsel for pleadings, motions, briefs, and all other documents for legal action involving charters. • Assists agency staff and the Office of Chief Counsel staff to conduct investigations and prepare and try cases before hearing officers and Pennsylvania courts, including preparation and presentation of testimony and exhibits involving charters. • Advises the Secretary and designee on charter school trends, assessment of schools, and analysis of student achievement, involving charters. • Represents the PA Department of Education at meetings, conferences, and public forums to articulate charter school policy and other related information. • Delivers guidance and technical assistance on school code and charter school operations to charter schools and stakeholders, including coordinating with internal offices to resolve questions and ensure accurate information is provided. • Collaborates with agency staff on initiatives involving charters. • Recommends and develops workshops, trainings and professional development activities as needed for both assigned employees and well as other stakeholders utilizing Division programs and processes. Presents as needed. • Supervises employees, by signing leave slips, conducting employment interviews, assigning and reviewing work, conducting annual performance reviews of employees and administering corrective action as necessary. • Performs other duties as assigned. |
Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. •Analyzes charter school trends and collaborates with other Offices/Bureaus at PDE to determine professional development needs of the field. •Makes recommendations to the Secretary about the reauthorization of cyber charter schools, after conducting the reauthorization review process. •Coordinates with the other Offices/Bureaus at PDE to prepare all of the necessary reviews prior to the new cyber charter application hearing. •Conducts the new cyber charter application hearing, making sure all official notifications are made in a timely manner. • Writes and issues the new cyber charter application decision. • Conducts annual reviews of each cyber charter, making recommendations as necessary. |
