Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Essential personnel position that is required to be available 24/7. Receives emergency maintenance calls, conducts on-site review of the emergency, establishes work priorities and assigns employees to accomplish the necessary repairs. Ensures the security and safety of the District Office's associated buildings and grounds. Plans, organizes and supervises the work of two custodial employees performing cleaning and sanitation work, such as, washing and polishing floors, cleaning lavatories and replacing lavatory supplies, disposing of waste paper, shoveling snow, sweeping and cleaning walks and keeping immediate outside premises and building entrances in an orderly condition and litter free, vacuuming all carpeted areas daily, making simple repairs to building, such as replacing light bulbs, dusting furniture and fixtures, fixing chairs and repairing equipment or reporting needed repairs to supervisor, delivering supplies and running errands as incidental assignments, mowing and trimming grass around building and care of surrounding grounds and performing other related duties as directed. Ensures custodial staff is productive. Coordinates and implements policies, procedures and standards for cleanliness and sanitation, maintenance, safety and related building services. Oversees the implementation of a preventative and routine maintenance and program and cleaning schedules. Reviews and identifies training needs of staff, initiates training recommendations, conducts training and demonstrates more efficient work method. Plans and coordinates, or provides on-the-job training programs on custodial services, maintenance, safety and related building services. Ensures the custodial staff are properly instructed on the methods and procedures for working safely in order to prevent harm or damage. Inspects work areas to ensure compliance with established departmental and occupational safety standards and proper precautions for accomplishing work and for handling hazardous substances. Evaluates the need for and creates requests for proposals for professional services including but not limited to HVAC, Plumbing, Electrical, Elevator, Safety Fire Extinguishers, and Alarms. Supervises, monitors, and evaluates professional services contractors and contracts for accuracy in work completed, quality of work, and billing. Submits shopping carts for payment. Renews contracts in timely manner and re-bid as necessary. Reads and interprets blueprints and schematics. Identifies contractors within budget and decision-making parameters to address facility related maintenance issues. Monitors and makes necessary adjustment to the automated HVAC system. Ensures the software is up to date. Monitors and ensures security system and door access points are working properly. Monitors automated fire system. Coordinates deactivation/activation when construction or other circumstances necessitate. Preforms fire checks when system is offline/deactivated. Performs monthly checks of fire extinguishers and ensures they are properly certified. Monitors contracted custodial, maintenance, and related vendor services for compliance with building sanitation, safety requirements and the contractual agreement. Estimates and maintains annual and special budgetary requirements for the facility maintenance and operations. Evaluates, maintains adequate supply, and orders custodial and building maintenance services supplies and ensures availability onsite. Receives all building deliveries. Assists store room clerk with stocking and running store room. Responsible for the proper handling of hazardous and toxic substances in inventory. Identifies the need for custodial and building maintenance equipment. Procures and maintains said equipment. Creates shopping carts for approval. Due to rolls in ESS and SRM, may be requested to order items for other Departments. Plans, coordinates, and implements minor maintenance projects such as patching and resurfacing, walls, floors, and ceilings; partition builds and modifications; and interoffice moves and relocations. Coordinates and ensures building/grounds are set up to accommodate for special events. Acts as liaison between District Office Staff and contractor or other agency performing work on District Office property. Coordinates or assists in the coordination of facility construction, renovation, and demolition projects. Responds to and resolves staff inquiries regarding routine building maintenance and facility services matters and recommends a mitigation plan for non-routine matters, such as operational issues with heating ventilation air condition (HVAC), electrical, or plumbing systems to higher-level manager for review and approval. Schedules and coordinates facilities-related work to minimize disruptions to daily occupant operations and informs occupants when disruptions may occur. Provides contractors and employees access to the facility, including an escort to work site and information about work request. Communicates safety and evacuation programs to occupants and assists in coordinating facility drills. Procures and installs requested work accommodations when applicable. Evaluates the performance of subordinate staff, responds to grievances and assures the implementation of current collective bargaining agreements. Interviews and hires or recommends applicants for employment; approves leave and reviews work performance of subordinates consistent with operational and organizational requirements.. Performs manual laboring duties, employee must lift and carry 50 pounds at least 10 yards; uses mops, shovels, lawn mowers and gas trimmers. The duties commonly involve repetitive motions such as grasping, pushing and pulling. Operates motor vehicles. Performs other related duties as required. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA) For Supervisors: Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work—i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. Workforce and Succession Planning: Employees Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit programs/technical knowledge with other employees. Managers/Supervisors Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff." SAFETY: 1.
