Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Working within the Human Resource Service Center (HRSC), Time Services Division, the employee is a team member of the organization that administers the Family and Medical Leave Act (FMLA) program for several agencies.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Administers the FMLA and Leave Donation programs for an assigned client area using collective bargaining agreements, Management Directives and other policies, procedures and guidelines to ensure efficiency and consistency.

Provides direction, information and guidance to employees, supervisors/managers and human resource office staff related to FMLA absences and leave donations.

Keeps medical information and verbal discussions confidential.

Approves or rejects requests for FMLA absences, after carefully reviewing eligibility, entitlement, and medical information provided. Completes actions in the FMLA Workbench, and enters absences, long-term LWOP absence actions in SAP. Provides information to supervisors and, as needed, educates them on their role. Provides written notification to employees in accordance with the FMLA Regulations.

Reviews, analyzes, and recommends approval or disapproval, for exceptions to intermittent FMLA use after 12 weeks, leave donations, and special extensions of sick leave.

Maintains case information in the FMLA/SPF Tracking System, which includes entering data to monitor due dates and next steps.

Maintains contact with employees who have been approved for FMLA absences to determine when they are expected to return to work. Continually monitors FMLA absences to ensure entitlement is not depleted.

Works with agency HR Staff to keep them informed of all active FMLA absences; including FMLA absences that overlap with other programs, such as Workers’ Compensation (WC), Americans with Disabilities Act (ADA), State Employee Assistance Program (SEAP) or Labor Relations (LR).

Responds to payroll questions, including, but not limited to, overpayments, underpayments or the incorrect reporting of absences.

Submits e-PARs and contact the HRSC, Time Services Division, via phone as needed for complex actions that are beyond the employee’s authority.

Ensures proper benefits are provided based upon policy and the Affordable Care Act.

Performs other duties as required.
