Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This public health professional position independently manages the implementation and administration of overdose prevention and linkage to care programs and activities including grants for community-based and harm reduction organizations in Pennsylvania. This position supports overdose prevention and the Office of Drug Surveillance and Misuse Prevention’s goal to bolster programs on the ground that serve people who use drugs and are at risk for overdose. This position works under the direction of a Public Health Program Manager. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. -Manages and serves as a Project Officer for grants awarded to community-based organizations and harm reduction organizations; manages other grants, activities, and initiatives as assigned. -Develops and manages procurement requests, including but not limited to Requests for Applications, Master Agreements with Universities, grant agreements, and contract services <$10,000. -Develops contracts for public health programs including work statements, program narratives, budget projections, allocation of monies, spending plans, and amendments to contracts; manages review and workflow of signature processes. -Negotiates contracts and grants, according to commonwealth and department standards and policies, with grantees or vendors selected through procurement processes. -Creates reports describing public health program outcomes and workplans to support ODSMP reporting requirements for the CDC Overdose Data to Action in States grant. -Monitors grantee or vendor work statement deliverables and compliance, invoicing, and fiscal management; provides technical assistance to grantees or vendors, as needed. -Identifies grantee or vendor compliance issues and works to resolve issues and escalates issues when warranted. -Assesses performance of assigned public health programs and identifies and recommends methods for improvement. -Plans and develops program direction for assigned public health programs, including the creation of operational policies and procedures. -Designs and implements methods to monitor and report on program fiscal activities, including management and payment of grantees. -Develops and implements quality assurance methods to implement successful and efficient grant agreement activities and processes. -Establishes and maintains effective working relationships with community-based organizations, harm reduction organizations, harm reduction subject matter experts, federal, state, and local health agencies, providers, and governmental entities. -Demonstrates awareness of vulnerable populations, particularly individuals who are at disproportionate risk for overdose and people who use drugs, by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity. -This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period, ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period. -Additional duties as assigned. |

The individual in this position performs works independently under the direction of a Public Health Program Manager. Work is reviewed periodically through reports and meetings with the Director as well to ensure ongoing progress and results. Work is performed according to ODSMP, department, and commonwealth established standards and policies and federal requirements. Communication Authority: This position provides technical information on a complex, focused, high visibility public health programs geared toward harm reduction and community-based organization overdose prevention and linkage to care. This individual communicates with a variety of audiences and coordinates activities with others outside its work unit. |
