Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The Chief Information Officer (CIO) for the General Government Delivery Center provides executive leadership for information technology, digital services, and business technology strategy supporting the Delivery Center Agencies and Commissions. The CIO is responsible for aligning technology investments, digital products, and operational services with agency missions, strategic priorities, and constituent needs. This role oversees technology strategy, business relationship management, portfolio governance, product delivery, application development, service management, cybersecurity coordination, data services, customer support, financial management, vendor management, and workforce development. The CIO fosters a customer-focused culture that promotes modern digital service delivery practices, including user-centered design, accessibility, product management, agile delivery, and continuous improvement. Serving as the principal technology advisor to agency leadership, the CIO ensures that technology services, digital products, and modernization initiatives deliver measurable business value. The position also drives improvements in user experience and supports operational excellence. Ultimately, the CIO advances the Commonwealth’s strategic objectives through effective technology leadership and innovation. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Oversees portfolios of products, services, and modernization initiatives, ensuring investments are prioritized and managed based on Agency user needs, business value, organizational capacity, risk, and strategic objectives in partnership with Agency customers. Leads technology investment planning and financial management activities for the Delivery Center, including budget development, cost allocation, forecasting, portfolio prioritization, business case development, and stewardship of technology resources. Partners with agency leadership to understand mission objectives, user needs, operational challenges, and strategic priorities, translating those needs into technology investment and service delivery strategies. Identifies opportunities to improve constituent and workforce experiences through emerging technologies, modern delivery practices, process redesign, and digital service innovation. Builds and supports multidisciplinary teams that integrate product management, user experience design, engineering, operations, security, and business expertise to deliver and continuously improve digital products and services. Promotes a culture of experimentation, learning, innovation, accountability, and continuous improvement while balancing operational stability, security, compliance, and business objectives. Leads organizational change efforts associated with technology modernization initiatives, including stakeholder engagement, communications, workforce development, process improvement, and adoption of new ways of working. Establishes performance measures and maturity goals for digital service delivery and continuously evaluates organizational progress against industry best practices and Commonwealth strategic objectives. Drives the transformation of the Delivery Center from a traditional IT organization to a modern digital services organization centered on measurable business outcomes, exceptional user experiences, operational excellence, and continuous improvement. Establishes and advances organizational capabilities in product management, user-centered design, accessibility, service design, agile delivery, DevSecOps, portfolio management, and data-informed decision-making to improve the effectiveness and responsiveness of technology services. Develops and implements strategies to modernize technology delivery practices, governance processes, workforce capabilities, and organizational structures to better align technology investments with agency priorities and user needs. Champions the use of user research, usability testing, customer feedback, service metrics, and business outcome measurements to inform investment decisions, product roadmaps, and service improvement initiatives. Represents Delivery Center agencies in enterprise governance forums, strategic planning activities, and investment discussions to ensure agency needs are considered in Commonwealth-wide technology decisions and service offerings. Ensures technology investments are aligned with agency priorities, enterprise strategies, available funding, operational needs, and anticipated business outcomes while maximizing value and minimizing duplication of effort. Leads technology investment planning and financial management activities for the Delivery Center, including budget development, cost allocation, forecasting, portfolio prioritization, business case development, and stewardship of technology resources. Works collaboratively with enterprise technology organizations responsible for cloud services, hosting, telecommunications, networking, cybersecurity, data management, workplace technology, and platform services to ensure Delivery Center agencies receive reliable, secure, and effective technology services. Travels as required, including overnight stays. Performs other duties as assigned. |

This executive leadership position exercises significant independent judgment and decision-making authority related to the planning, delivery, governance, and continuous improvement of technology and digital services supporting the Delivery Center Agencies and Commissions. The incumbent is responsible for making strategic, operational, financial, workforce, and technology investment decisions that have broad impact across multiple agencies and influence enterprise technology initiatives. The CIO establishes priorities for technology investments, service delivery, modernization initiatives, workforce planning, portfolio management, vendor relationships, and resource allocation, routinely evaluating competing agency priorities, organizational capacity, budget constraints, business risks, security considerations, and enterprise technology strategies to determine the most effective course of action. The incumbent is expected to independently resolve complex issues involving technology services, project and product portfolios, customer experience, service delivery, workforce management, vendor performance, and cross‑agency coordination, while elevating matters with significant enterprise policy implications, legislative impacts, major financial commitments, or substantial organizational risk to executive leadership for review. Additionally, the incumbent serves as a key advisor to agency leadership and enterprise partners, exercising sound judgment in situations where information may be incomplete, priorities may conflict, and decisions may carry long-term operational, financial, or strategic consequences. |
