Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Administers all procurement activities from the development and implementation of the procurement strategy to the management of contracts and the supply base for assigned goods and services.

Description of Duties:

Responsible for the administration of all procurement activities from the development and implementation of the procurement strategy to the management of contracts and the supply base for assigned goods and services.

Serves as a primary point of contact for assigned commodities and contracts, providing customer service and guidance to Commonwealth agencies, suppliers, and other stakeholders, resolving procurement and contract-related issues, and fostering collaborative relationships that support contract compliance, continuous improvement, and successful procurement outcomes.

Collects and analyzes commodity data and develops an understanding of market dynamics and agency needs pertaining to assigned goods and services.

Maintains an understanding of the supply base in order to promote competition.

Participates in negotiations as needed.

Maintains knowledge of baseline costs for benchmarking purposes.

Analyzes solicitation results through cost analysis and comparison to baselines.

Responsible for establishing and adhering to timelines in order to maintain contract coverage and meet agency needs.

Monitors agency and supplier compliance with contracts through spend reports, purchase order and quote audits, sales reports, and other analyses, reviews, or monitoring activities as assigned or otherwise directed.

Monitors supplier performance and communicates supplier performance feedback.

Identifies commodity specific cost savings opportunities and reports actual savings.

Supports small business, veteran-owned, woman-owned, and minority-owned business initiatives.

Maintains regular communication with management regarding assigned projects, priorities, issues, and progress; provides timely updates, elevates concerns as appropriate, and remains available and responsive to address emerging needs, questions, and time-sensitive matters.

Is collaborative, works with and shares knowledge with the other members of the Commodity team.

Reviews and prepares summaries for sole source procurements and reviews justifications for no-substitute procurements.

Uses data, reports, spreadsheets, or business systems to analyze information, monitor performance, identify trends, and support operational or procurement-related decision making.

Identifies, investigates, and resolves contract, vendor, customer, or operational issues while maintaining positive working relationships and achieving timely outcomes.

Demonstrates experience delivering high-quality customer service in a professional environment by building and maintaining professional, ethical, and respectful relationships with customers, suppliers, management, and team members; responds to inquiries in a timely manner; resolving issues effectively; and maintaining a customer-focused approach.

Demonstrates ability to work both independently and collaboratively with customers, suppliers, management, and team members; effectively prioritize and manage multiple assignments; and achieve results under moderate supervision.

Performs all other related duties as assigned.
