Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Oversee staff in the provision of information and clarification on applicable policy, regulations, and application processes to proposed and permitted Medical Marijuana Organizations (MMOs). Assign & review field inspectors’ work, evaluate their performance, interpret labor agreements, resolve complaints or grievances, and ensure professional development of staff. Determine Inspectors’ training needs, develop training processes and materials in conjunction with the Chief Facility Compliance Officer and Facility Compliance Specialists, and request formal training in keeping with program policy and directives. Conducts operational and pre-operational inspections of new construction and initial facility openings. Review and provide input to Chief Facility Compliance Officer and Facility Compliance Specialists on MMO applications for facility alteration submissions. Under Chief Facility Compliance Officer and Facility Compliance Specialists oversight, conduct operational inspections and provide operational sign off for alterations. Meet with architects, engineers, local zoning officials, administrative staff or any other entity for the MMO facility to discuss compliance needs and provide technical guidance as needed. Coordinate and collaborate when needed with law enforcement, internal or external legal teams, state agencies including PDA and DEP, and federal entities such as OSHA, agency or MMO contractors, or other agents as needed for the purposes of auditing, inspection, investigation, incident response, or regulatory compliance action. Oversee field inspectors’ routine inspection activities, including establishing inspection priorities, reviewing inspection findings, determining technical guidance needs, elevating compliance issues for legal action, and determining emerging issues as necessary. Review and approve field inspectors’ schedules and associated travel expense reports. Update and maintain Access database for tracking of program-defined inspection and complaint data. Develop and create processes for compliance data to document and track additional information not captured by the assigned database, additional findings to document and to be used by the program or legal office, as required under the regulations. Review detailed site plans, security overlays, insurance documentation, inventory reports, images, and other documentation and facts required for auditing purposes. Review alteration applications, plans of correction, permit renewals, additional location requests, and provide feedback to Chief Facility Compliance Officer and Facility Compliance Specialists to determine if an approval or denial is warranted. Draft notices of deficiency and provide suggested compliance actions to Chief Facility Compliance Officer and Facility Compliance Specialists related to MMO historical compliance history. Draft permittee technical guidance emails and documents for global release by upper management. Travel within assigned region for field compliance purposes, conferences, meetings, trainings, and other activities as may be required. Emergency response travel may be required during non-working hours. Frequently plan for announced and unannounced inspections of medical marijuana facilities to determine the quality, quantity and timeliness of inspection activities and adherence to regulatory requirements. Periodically conduct follow-up to inspections completed by field inspectors and at times accompany them on field inspections to properly evaluate the performance and ensure proper interpretation and enforcement of the applicable regulations. Use available resources such as the Medical Marijuana Act, regulations, technical guidance and relative industry public information in order to keep up with the latest standards. This may be used to develop and enforce compliance with the program’s regulations and expanding policy. Analyze field processes and elevate suggestions, emerging concerns, and areas of improvement for efficiency or service to program management. Review and understand medical marijuana organization standard operating procedures for all permitted facilities within the assigned region. Document and track inspections, deficiencies, adverse events, complaints, and other self-reported incidents using provided tools and/or database. Solve problems in the field environment and create solutions to capture all compliance findings. Collaborate with BMM program consultants to provide field knowledge to improve inspection processes, documentation and database needs. Maintain open, professional, and courteous communications between field staff, MMO, other regional supervisors, and management, to promote consistency, compliance, and anticipate future needs or concerns. Use discretion to protect confidential, proprietary, or HIPPA privacy. Travel is required and overnight stay may be required. Must possess a valid motor vehicle operator's license issued by the Commonwealth of Pennsylvania. The incumbent of the position is responsible for providing his/her own transportation for job related duties when a state automobile is not available. This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time ranging from a few hours to several weeks, depending upon the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for periods of time. Performs the full range of supervisory responsibilities, including assigning, prioritizing, and reviewing work; maintaining position descriptions; conducting employee performance management; approving/disapproving leave and travel requests; participating in staffing activities; coordinating employee discipline; and training staff, including coaching and team building. Complete administrative duties to ensure appropriate employee onboarding, IT assignments, taxation, leave and expense routing and approval processes. |

Employee is responsible for evaluating corrective actions. Position uses professional knowledge to explain policies and procedures to others both inside and outside its work unit. Position is responsible for explaining and communicating technical needs and information to recipients with varying levels of technical or compliance background. Position provides technical or administrative services and coordinates activities with others inside and outside its work unit. Assigns independent work based on staffs' knowledge of standards and procedures. |
