Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position, in the Department of Health’s (DOH) Bureau of Medical Marijuana (Bureau), serves as a Public Health Program Administrator in the Customer Relations Division (CRD). The position reports directly to the CRD Manager and supports the Medical Marijuana Program’s (program) mission of providing access to medical marijuana for patients with a serious medical condition through a safe and effective method of delivery that balances patient need for access to the latest treatments with patient care and safety. In addition to working with program consultants and contracted vendors, this position works with Bureau, DOH, and other commonwealth agency staff to support the program and its operations. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Plans and develops program direction for CRD programs, services, and systems including the creation of operational policies and procedures. Some examples of CRD programs, services, and systems include Medical Marijuana Assistance Program (MMAP) and the MMAP Helpdesk, Medical Marijuana Helpdesk and the ticketing system, and the Medical Marijuana Registry. Identifies efficient methods for gathering, analyzing and reporting of public health data used to develop program needs assessments. Prepares, reviews, and amends CRD contracts and Commonwealth agreements including work statements, program narratives, budget projections, spending plans, and allocation of money and resources to align with program needs. Designs and implements methods to monitor and report on program fiscal related activities, including management and payment of service providers. Assesses and evaluates program performance and achievements to identify service gaps and recommends methods for improvement. Develops, approves, and implements quality assurance methods to evaluate and monitor program services, systems, and operations. Identifies, explains and applies evidence-based practices to program policy planning and development. Manages and monitors Commonwealth and contracted service providers to ensure service levels are achieved. Develops and recommends plans of correction for contracted entities and monitors implementation. Determines and plans allocation of resources for the funding cycle, which may include funds, staffing, physical assets, or other resources from within or outside the Department of Health that are necessary for program implementation. Establishes and maintains effective working relationships with internal and external partners, service providers, stakeholders and governmental entities. Assesses, revises and establishes methods to report program outcomes to drive decision making. Conducts evaluations of contracted providers to determine if they are meeting deliverables in accordance with contract specifications. Leads efforts to enhance communication and education for program participants, stakeholders, and the general public. Develops, assesses, evaluates and revises program guidelines, rules, regulations, procedures, and protocols in accordance with best practices, federal and state laws, program regulations, and DOH and Bureau policies. Identifies, proposes, and implements modifications to improve program operations, services, processes and system functionality to better serve patients, caregivers, and practitioners. Manages and approves all CRD-related communications and messaging. Responsibilities include making sure all communications messaging is clear, consistent, accurate, and applicable, at all times; and providing guidance and final approval when necessary. CRD communications may include letters; emails; standard responses to program inquiries and requests related to participation, eligibility, and requirements; CRD website content; and language in the Registry including system generated messages, etc. Identifies and assesses obstacles faced by program participants and recommends targeted interventions to address those obstacles. Other duties and projects as assigned. Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time. |

Job responsibilities are independently completed under the supervision of the Program Manager. Decision making occurs in accordance with current Bureau policies and procedures as well as laws and regulations that govern the program. The use of sound judgement and critical thinking is also needed to resolve issues and may require consultation with other Commonwealth and Bureau staff, program’s legal counsel, or Supervisor. When consultation and/or guidance is needed to resolve an issue, relevant information should be gathered and presented with a recommendation and/or proposed solution. Prioritizes projects, assignments, and contractor and service provider work based on program goals, the level of effort and the impact on the program and participants. |
