Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is an administrative and technical Business Analyst 2 position in PennDOT’s Driver Vehicle Services Program Management Office (DVS PMO). This office is responsible for maintenance of several existing Information Technology (IT) applications for DVS under the supervision of a Business Analyst 3. This position coordinates, assists, supports, and performs the business related, analytical and software development life cycle tasks to complete job assignments.

This position performs a variety of advanced analytical work in the adaptation of various Driver Licensing and Credentialing Systems (DL&C) functions and Vehicle Titling and Registration applications. These applications support over 13 million vehicles registered in the state of PA, over 9 million Photo License product holders, 71 Driver’s License Centers, Law Enforcement, Inspection/Emission Stations, numerous PennDOT Business Partners.

This position directly supervises a position(s) responsible for developing test scripts, documentation and analyzing defects. This position also coordinates resources to perform testing activities and performs high-level administrative activities such as project planning, creating test plans, gathering and documenting requirements, and communicating project status.



Description of Duties:

This position exists to be responsible for and/or participate in the System Development Life Cycle (SDLC) of applications.

•SDLC activities include but are not limited to gathering requirements by interviewing users and process owners; collect, prioritize, and analyze existing documentation; create use cases, supplemental requirements; communicate with other bureaus to set up infrastructure and additional application support; record test results, and defect resolutions.

•Provide pertinent and concise status reports to Executive Management, Business Areas, Vendors, etc. on progress, issues, and events concerning current enhancement/defect efforts.

•Communicates verbally and in writing with External management level personnel within Bureau of Solutions Management (BSM) and Bureau of Infrastructure and Operations (BIO), Contractors,(IE: Application Management Services (AMS)), Internal Business/Processing Areas (IE: DEX, RSOS, Counter, Inspections, Messengers, Fee Accounting, Dealers, Restorations, Paid Information, OL/PL, School Bus, Photo/Licensing, NDR, Corrections, Sanctions, etc.), External Business Partners (IE: OLM’s, OLRP’s, Auctions, AAMVA, Integrators) , Product Vendors (E: Idemia, RL Polk, ELT Vendors), Law Enforcement (IE: JNET, PSP, DOC), and others as assigned.
•Act as a liaison between business users and the IT staff performing system changes/coding.

•Participates in work-measurements, work-simplification, and manpower-utilization studies in conjunction with design of overall systems.
•Employee performs a variety of analytical duties associated with the support and maintenance of the adaptation to electronic data processing methods to several applications including: Drivers Licensing and Control Systems (DL&C) components, Vehicle Titling and Registration (VR) applications, Online Driver and Vehicle Services (eGov); .Centric, Placards, Dealers, Inspections/Emissions, Opex/Check 21, Exam Scheduling, Electronic Lien Transfer (ELT), Financial Responsibility, Gatekeeper, NMVTIS, Dealer Contact Services, LPR, VINtelligence, ARP/CMV, Mobile Applications, MEDs, Sapient, ECS, as well as other applications as assigned.

•Manages Unit work efforts to achieve Bureau and Deputate goals within established management policy and facilitate the acquisition of resources and training needed to support Bureau initiatives.

•Assess cause(s) and solutions with options for resolution of application system problems/enhancement and perform required maintenance of applications as assigned.

•Meets with appropriate requesting agency personnel to define the problem outlined in the original request, to analyze it in terms to computer systems applicability, to assist in determining a method of solution and define desired output.

•Prepares test scenarios and data for systems and/or program debugging, that the logic of analysis is correct, and that final output reflects original system requirements.

•Reviews products, correspondence, and other output as part of testing.

•Gains formal user acceptance of system changes prior to implementation.

•Participate on project team(s) efforts to support customer required service levels and resolve production problems to minimize downtime.

•Provide day-to-day application systems analysis and support.

•Responsible for problem analysis, determination and resolution within own realm of applications, systems and projects as required to maintain production systems availability.

•Develop and apply appropriate job knowledge and skills for changes in the application area of your responsibility.

•Serves as project lead and subject matter expert as applicable.

•Serves as Point of Contact (POC) for business staff in troubleshooting application, systems issues.

•Documents and defines defects and requested enhancements in the applicable tracking tools.

•Thoroughly documents all procedures and processes.

•Directs and organizes task assignments, evaluates employee performance, approves/disapproves leave, and administer discipline. Establishes and enforces work standards.

•Leads and supervises lower-level Business analyst(s) in collecting, analyzing, and documenting business rules and processes. Managerial processes by assigning tasks, tracking/monitoring completion of tasks and reviewing for accuracy.

•Participates on interview selection teams and provides recommendations on interviewed applicants.

•Performs the full range of supervisory duties.

•Participates in formal and/or on-the-job training courses.

•Responsible for keeping a desk manual on all tasks performed within this position.

•Comply with the SA Customer Service Policy and ensure that Commonwealth Information Technology Bulletins (ITBS) are utilized in all work performed.

•Performs related work as required.

•Participates in Critical Path planning for system and subsystem updates.

•Responsible for timely communication of status and resolution of issues through daily meetings with manager.

•Ensure employees comply with all aspects of the Fee Wavier Guidelines. Trains employees on proper use of the fee waiver codes and necessary documentation. Audits fee waiver transactions processed by staff. Identifies discrepancies and takes appropriate action. Immediately notifies manager if misconduct or fraud is suspected.

May be required to work when a full-day and/or partial-day office closing is authorized. To include but not limited to early dismissals for inclement weather; the day before holidays; special holiday closings.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Responsibilities and duties are carried out in accordance with Commonwealth and Department policies, plans, practices, procedures and with direction by Business Analyst Supervisor, Business Application Services Division Manager, and Director of DVS PMO. General and specific instructions are received from the supervising Business Analyst 3. Evaluation of work performance is based on supervisor’s continuing review of work completed and on information gained through periodic conference.

Work is assigned with general instruction by Unit Supervisor. Work is preformed largely independently, and incumbent has wide decision-making authority within the scope of duties. Assignments are reviewed for completeness and analytical correctness.

Uses independent judgment in reviewing system discrepancies. Identifies possible causes and recommends possible solutions to our internal and external customers.
