Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a professional position in the field of environmental sanitation and public health protection related to the statewide Safe Drinking Water (SDW) Program. The employee in this position develops, coordinates, implements and evaluates all statewide field operations assessment activities, including surveillance, compliance, enforcement, data management and operational evaluation activities conducted under the SDW Program to assess and ensure a uniform, timely and appropriate implementation of the program’s requirements. This employee interprets assignments, rules, regulations, procedures; and provides technical assistance to employees, federal and other state agencies, members of the regulated community and their professional organizations, and the public relating to the above aspects of the SDW Program. This employee also plans and initiates scientific research projects, analyzes and interprets data, and provides findings to the respective program areas. This employee represents the Commonwealth at meetings and conferences relating to the above duties and dealings with the public and professional organizations, Commonwealth agencies, federal officials and officials from other states.

Description of Duties:

Specific Duties include:
1. Developing, implementing and evaluating the surveillance, compliance, enforcement, data management and operational evaluation elements of the Commonwealth’s statewide SDW Program to assess the effectiveness of established technical procedures and guidelines. This includes, but is not limited to, inspections, sanitary surveys, waterborne disease or other investigations, self-monitoring compliance and follow-up, quality assurance/quality control of water samples, quality assurance/ quality control of data elements located in the various departmental data management systems, and progressive enforcement efforts used to return violators to compliance.
2. Developing new and revised regulations, rules, policies and procedures governing operation and maintenance, monitoring and reporting, surveillance, compliance, enforcement, public notification, data management and emergency response requirements for public water systems.
3. Developing and maintaining guidance, policies and procedures for unregulated contaminants, emergency preparedness, and responding to emergencies. This includes maintaining the BSDW Health Effects and Risk Management technical guidance.
4. Reviewing SDW Program and/or other Bureau information, such as GIS, through data base queries to conduct analyses, generate reports or maps, and assist in the determination of trends in compliance and program planning. This may include identifying sources of additional data, such as external GIS information, and integrating that data after validation into the analyses, reports, etc.
5. Interpreting statutes, rules, regulations, guidance, standards and objectives for Section, Division and Bureau staff. This includes reviewing and interpreting new or revised federal statutes and regulations for impacts on programs within the Bureau.
6. Conducting reviews of technical literature, data, and publications on ambient and drinking water issues, conferring with water quality specialists in these areas, compiling and analyzing data, and preparing technical reports. This research includes but is not limited to risk assessment and health advisory information for unregulated contaminants such as cyanotoxins, disinfection byproducts, pharmaceuticals, antibiotics, hormones, personal care products, pathogens, and endocrine disruptor compounds. This also includes a working knowledge of the principles of risk assessment, risk management, and risk communication.
7. Serving as the liaison with the Department of Health’s toxicologist(s) to identify and evaluate available risk assessment and health advisory information for regulated and unregulated contaminants in drinking water.
8. Developing knowledge and skill in the use of PADWIS, eFACTS, SIS, STORET, OnBase, and other appropriate data systems and software products for the retrieval and evaluation of drinking water data and the preparation of maps to visually present some or all of that data.
9. Preparing letters, memoranda, reports and correspondence to exchange information with public water suppliers, governmental officials, the employee’s supervisor and the public.
10. Participating in meetings, conferences, hearings and other public forums to explain a variety of existing and new state or federal regulations.
11. Participating in various Bureau cross-program workgroups and task forces, which are convened to implement special Department and Bureau initiatives.
12. Serving as one of the cybersecurity leads for the Bureau of Safe Drinking Water and heading up cybersecurity efforts related to public water systems.
13. Training field staff and the regulated community on new regulations and other technical topics to improve implementation of, and compliance with, the drinking water program.
14. Traveling as needed, including overnight travel, to participate in meetings and conferences and/or to deliver training to field staff and the regulated community.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

3. In response to an inquiry from EPA related to state primacy obligations, this position researches the status of an activity and prepares a formal response for the supervisor's approval and/or signature.
4. In response to an inquiry regarding an activity that is not covered by established regulations/policy/guidance, this position researches the status of an activity and prepares a formal response for the supervisor's approval and/or signature.
