Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is an environmental engineering position responsible for permitting in the public water supply program. These activities include assisting in developing, updating and maintaining the Department’s design manuals, regulations, forms and technical guidance documents related to public water system permitting. Work is performed under the responsible charge of a licensed professional engineer. This position also requires evaluation of lead and copper corrosion control technologies and permit simultaneous compliance as well as providing training and technical assistance related to these permitting activities to the regulated community, engineering consultants and Department staff. Work assignments typically involve a variety of complex features, including the application and interpretation of complex regulatory requirements, the application of complex engineering design principles and standards, and an astute understanding of public water supply treatment systems and technologies. This position contributes to the public health and safety objectives of the SDW Program by helping to ensure that public water systems are properly planned, designed, constructed and operated in accordance with the Safe Drinking Water Act and regulations. If this position is filled as an Environmental Engineering Trainee, there is a 12-month training period during which time the incumbent will be trained to perform the duties of an Environmental Engineering Specialist. The work products are reviewed by the supervisor before being issued or released. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assists in developing, revising and maintaining statewide technical design standards used in the Department's public water supply program. Assists in developing a statewide process for evaluating the performance of lead and copper corrosion control treatment technologies, including developing technology specific test plans and tracking the evaluation process. Assists in developing a statewide process for evaluating simultaneous compliance and tracking the evaluation process. Provide the regulated community, engineering consultants, and Department staff with current design and performance on lead and copper corrosion control technologies for use in public water systems. Review permit applications and provide the Section Chief with comments and recommendations on simultaneous compliance with Chapter 109 of the PA Safe Drinking Water Act. Help develop, revise, and maintain statewide pilot testing protocols for lead and copper corrosion control technologies proposed for use in public water systems. Provide consultation to Regional Offices, engineers, applicants and municipal officials on technical issues, procedures and documentation needed for permit submittal. Help develop new regulations, forms, and technical guidance documents regarding lead and copper corrosion control technologies and simultaneous compliance. Prepare reports and letters in response to requests for guidance and information on the drinking water program and related activities. Interpret statues, rules, regulations, and guidance for the regulated community and Department staff. Conduct and/or participate in meetings with the public, legislators, protesters, etc. concerning controversial issues. Assist Regional Offices in emergencies associated with contaminated public water supplies, waterborne disease outbreaks, or water supply shortage/droughts at public water supplies. Attend and participate in staff meetings. Promote the four pillars of the DEP Vision - Operational Excellence, Climate Leadership, Cultural Competence and Environmental Justice. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. The Environmental Engineering Specialist position is directly under the supervision of the Environmental Engineer Manager. The engineer performs the technical review regarding water supply sources, treatment facilities and review of water allocation permits (if required). A review of the case and a recommendation is then made to the Environmental Engineer Manager as to what course of action should be undertaken. In each situation, the final decision is left to the Environmental Engineer Manager. If this position is filled as an Environmental Engineering Trainee, assignments are designed to develop the employee’s technical proficiency. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality. The assignments of an Environmental Engineering Trainee are designed to develop the employee’s technical proficiency. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. |
