If this position is filled as an Environmental Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Sanitarian.

The employee is responsible for implementing the goals and objectives of the Safe Drinking Water Program within an assigned geographic area. The Sanitarian, assisted by the Supervisor, evaluates the needs within the work area and develops an Action plan. Following development of the Action Plan the Sanitarian will exercise considerable flexibility in scheduling and completing the work required to meet the goals and objectives. Record keeping to assess the number of activities and hours expended to meet objectives is required. The duties of a Sanitarian require considerable technical knowledge and familiarity with the statutes and regulations of DEP relative to the program. In addition, understanding of policies and procedures necessary to conduct required field activities and exercise professional judgment to solve problems is required. As a representative of the Commonwealth, the Sanitarian is required to maintain a professional manner, appearance, and attitude when interacting with the public, clients and other staff. The Sanitarian must attend continued training in all program areas in order to maintain a current working knowledge of the program and present a professional attitude toward the public. Work also involves consulting with and/or responding to private water supply cases, water-related issues from other Department programs and/or state or federal agencies, conditions caused by drought or flooding, and other emergency situations.

Public Drinking Water Supplies: The Sanitarian work activities in the PWS Program are: sanitary surveys, inspections, consultations, plan reviews, compliant investigations, operator and public education, performance monitoring and compliance/enforcement activities necessary to implement the PA Safe Drinking Water Act and its associated regulations.

1a. Full Inspections: The Sanitarian conducts an extensive evaluation of a public drinking water system to determine the adequacy of its sources, facilities, equipment, operation, and maintenance. Owner and/or operators are interviewed. All components of the water system shall be inspected and evaluated, as well as all written records reviewed. Water samples are collected as necessary. The public water supply permits/authorization shall be reviewed during completion of a Full Inspection. The Sanitarian updates the PA Safe Drinking Water Information System (PADWIS) for federal and state inventory and tracking of public drinking water supplies.

1b. Inspections: The Sanitarian visits the public drinking water supplies in his/her geographic area to determine compliance to the PA Safe Drinking Water Act and its associated regulations. A “Public Water Supply Inspection Report” is completed, which identifies deficiencies and violations and prescribes corrective action or changes in operation, to be completed within allotted time frames recommended by the Sanitarian. A Sanitary Survey Checklist, will all applicable modules, is completed during the full inspection through observation of facilities, review of water system records, and interviews with the operator and/or responsible official. Water quality field data is collected as needed utilizing field-testing equipment (chemical test kits, measuring devices, etc.). Additional samples to be sent to the Bureau of Laboratories are collected at inspections as deemed necessary (i.e. locations with primary contaminant treatment, complaint investigations, etc). Laboratory test results are evaluated for compliance with the PA Safe Drinking Water Act and its associated regulations. The Sanitarian will also respond to complaints from customers of public water supplies and work with the water supply to resolve problems. The Sanitarian also conducts investigations of suspected waterborne outbreaks of disease.

1c. Consultation: The Sanitarian provides information upon request or as needed to waterworks operators, the general public, professional engineers, lawyers, laboratories, municipal officials and other interested parties. The Sanitarian is required to maintain readily available materials for distribution to PWS’s and associated clients. The Sanitarian must continually update and expand their knowledge of water chemistry and water treatment into order to assist others in remediation of their problems. The Sanitarian must also work in conjunction with other Department programs. The Sanitarian, in conjunction with the Safe Drinking Water hydrogeologist/ geologic specialist, may develop recommendations for treatment, remediation or cleanup of water supply sources.

1d. Plan Reviews: The Sanitarian reviews plans and specifications for new and existing noncommunity systems and works with the program engineers on treatment of community water supplies (including source siting, pump tests of new sources, new facility inspections and follow-ups). The Sanitarian works with the hydrogeologist/geologic specialist on new sources at any public water system. The Sanitarian must be familiar with the Department’s Public Water Supply Manuals which contain standards for new sources and equipment.

1e. Education: The Sanitarian must improve and maintain knowledge and technical skills relative to the Safe Drinking Water Program by attending educational programs provided both within the Department and outside sources, as approved. The Sanitarian will be asked to provide presentations on various topics related to safe drinking water for PWS and associated clients, and also the public at large. The Sanitarian must provide information to the general public upon request.

1f. Performance Monitoring: The Sanitarian is required to track and review numerous monitoring requirements placed on public water supplies. This includes tracking supplies to determine if the correct monitoring is being performed, providing annual guidance on what is to be completed, reviewing results as received, and taking action to regain compliance when monitoring is not completed. The Sanitarian must review and determine the status of a violation generated by PADWIS and update the database accordingly. The Sanitarian works with Central Office and appropriate Regional Office staff to evaluate the performance of surface water filtration plants and recommends treatment system improvements, as needed, to enhance efficiency. Computer proficiency is increasingly necessary in accomplishing this function; training in computer programs is an ongoing requirement to complete this objective.

1g. Compliance/Enforcement: The Sanitarian conducts ongoing efforts in attaining compliance by assisting operators in complying with the requirements of the Act and its associated regulations. As necessary, the Sanitarian conducts enforcement activities, such as issuing notices of violation and conducting administrative conferences to gain compliance. The Sanitarian may assist the Supervisor in preparing Compliance Orders and Agreements and Penalty Assessments. The Sanitarian may directly issue Field Orders as the need arises to attain compliance. The Sanitarian may be required to represent the Department at legal proceedings and to give testimony at other types of legal proceedings.

1h. Source Water Activities:
1). The Sanitarian assists CWSs and NTNCWSs with how to complete monitoring waiver applications for new and existing sources, provides necessary forms and maps to water supplies, and reviews the monitoring waiver applications and then recommends changes to PADWIS to reflect the reduced sampling requirements.

2.) For CWSs, the Sanitarian assists the Hydrogeologist/Geologic Specialist in collecting well location, construction details, sampling results, etc. to enable the Hydrogeologist to make an initial evaluation of the well's SWIP status. If SWIP monitoring is required for the well, the Sanitarian assists by coordinating with the water supply to insure SWIP monitoring is started and conducted as outlined in the system's approved SWIP Monitoring Plan. The Sanitarian may also assist with the MPA sampling of selected sources. For NCWSs, the Sanitarian conducts initial SWIP evaluations of new and existing wells, completes SWIP evaluation form by collecting well construction information and water quality data, makes an initial decision on SWIP status based on current standards and updates PADWIS. The information is then forwarded to the Technical Services Section for hydrogeologic evaluation and a final recommendation on the SWIP status.

2. Other Programs.
Perform limited inspection and consultative duties in the public school program and provide consultation to the general public about testing and water quality problems for non-public water supplies. Work also involves consulting with and/or responding to water-related issues from other Department programs and/or state or federal agencies, conditions caused by drought or flooding, and other emergency situations.

3. General.
The Sanitarian assists the Supervisor in providing on-the-job training to Environmental Trainees. Employee will input necessary data into Departmental tracking systems to accurately reflect work performed during a specified time period.

4. Performs other activities, such as writing articles for a SDW newsletter, to educate the regulated community about SDW rules, regulations, and policies and to improve compliance rates.

5. Develops and delivers training and provides technical assistance to other field personnel, the regulated community, and the public on the interpretation and application of SDW rules, regulations, and procedures, and on the SDW Program's compliance and enforcement strategy.

7. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given, and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality.

Work is assigned in the form of specific goals and objectives. Work outputs are reviewed throughout the year to ascertain that Program goals and objectives are being met. Additional work may also be assigned in response to emergencies, staffing shortages, or management directives. The employee exercises considerable freedom in scheduling and completing the work. The supervisor reviews work outputs as necessary to assess technical proficiency, ensure conformance with established policies, and to promote regional and statewide consistency.
