Position Purpose:

This position serves as the Director over the Health and Human Services Delivery Center (HHS DC) Product and Portfolio Management division. This role provides leadership across Product Managers, Portfolio Managers (BRMs) and Project Management functions. The HHS DC provides IT services to the Departments of Human Services, Health, Aging, Drug and Alcohol Programs, and the Department of Military and Veterans Affairs (DMVA).

This role works in close partnership with the HHS DC CIO and Deputy CIO to define priorities, modernize delivery practices, and ensure alignment with agency goals, OAOIT enterprise standards, and federal requirements. This role provides highly responsible administrative, managerial, and professional work in developing planning strategies and priorities with agency leadership and OAOIT, and in coordinating technology services across all supported agencies.

This role manages and oversees IT portfolio planning; product and project intake; governance; and the modernization of delivery practices across both traditional SLDC/Waterfall methodologies and emergent Agile, iterative approaches. Duties include leading coaching, training, and capability-building opportunities to elevate delivery maturity across the HHS DC.

The role is responsible for successful delivery of projects, totaling over $1B in IT contracts; over 125 interagency agreements for data exchange and system use; and the development and submission of federal funding requests (APDs, IAPDs, grants) to CMS and other federal partners. The incumbent also directs the Project Management Office, Business Relationship Managers, Product Managers teams to ensure coordinated, effective delivery of high-impact technology solutions. This will involve leading teams who support product, user experience and project management functions within the department.

Description of Duties:

Primary liaison with agency program office leadership staff for IT strategy, governance, and delivery.

• Works closely with the HHS DC CIO and Deputy CIO to develop and align Delivery Center priorities, support enterprise governance structures, and coordinate strategic communications with agency leadership and federal partners.

• Manages Business Relationship Managers, Product Managers, Project Managers.

• Ensures BRM staff and product managers operate as the “front door” for agency program offices, responsible for project portfolio management, enterprise initiatives, and support for COOP/cyber continuity planning.

• Manages and leads staff in developing and securing approval for the Delivery Center’s IT strategic plan, ensuring alignment with agency objectives, OAOIT strategic direction, and enterprise architecture standards.

• Develops policies and procedures to support the CIO in leading the HHS DC IT governance process, including performance metrics, project health reporting, and enterprise alignment.

• Supports and modernizes both traditional SLDC/Waterfall and Agile/iterative delivery practices, ensuring teams understand when and how each approach should be applied, and ensuring compliance with relevant regulatory and operational requirements.

• Leads delivery practice modernization by developing, documenting and implementing coaching, training, mentoring, and workforce capability-building programs across Product, Project, and BRMs.

• Ensures all projects leverage enterprise and Commonwealth governance models and assets, aligning work with Department priorities, IT strategic plans, and OAOIT standards.

• Directs the management of the BRM staff who serve as primary contacts for agency bureaus, manage the IT portfolio and budget, and conduct project planning and initiation. This includes projects requiring cross-agency or cross–Delivery Center coordination.

• Educates and advises staff and agency program areas on buy-vs-build decisions and opportunities to reuse IT assets across HHS DC, other Delivery Centers, and Commonwealth enterprise services, in collaboration with Solutions Management.

• Manages and leads staff responsible for business analysis, product management, and project management of IT projects within the HHS DC.

• Provides insight and recommendations, in collaboration with other HHS DC Leadership Team domain leads and the CIO, regarding organizational processes, customer experience improvements, and strategic initiatives.

• Works collaboratively to promote acceptance and adoption best practices and continual service improvement practices to enhance service delivery to agency customers.

• Plans, organizes, and assigns work; determines priorities; sets performance expectations; evaluates employee performance; provides guidance and training; and approves leave and administers discipline for subordinate staff.

• Performs related work as required.

The incumbent makes decisions associated with business relationship management, portfolio and product planning, financial management, delivery methodology selection (SLDC/Waterfall vs. Agile/iterative), and project governance. The incumbent determines strategies for capability-building, coaching, and training to elevate Delivery Center delivery maturity.

In partnership with CIO/Deputy CIO, Director supports decisions related to contract execution, documents requiring federal approval, and escalations to agency Secretary or enterprise governance levels require consultation or approval from the Delivery Center CIO.

• Deep experience with five to seven years of leading large, cross-functional technology delivery teams working in or with government
• Deep experience with five to seven years in product management strategy and change management
• Seven years of professional experience serving as a senior product manager or leader for a large-scale organization AND
• Bachelor’s degree in public administration or computer science, Human Computer Interaction or other relevant information technology-related degrees OR an equivalent combination of experience and learning
