Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Under the general supervision of a VR Supervisor, is responsible for providing a full range of vocational rehabilitation services to individuals with disabilities to assist them in obtaining gainful employment. This position is a temporary position funded by a grant. The position will support initiatives for increasing customer participation in the VR program and to increase services for people with disabilities to secure and maintain employment and independence.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Develops and maintains referral sources in the designated area by personal contact to assure that potential vocational rehabilitation customers are identified. Obtains preliminary information pertinent to the referral of persons with disabilities for vocational rehabilitation services.

Conducts a comprehensive face-to-face interview with the applicant to gather relevant information regarding the nature of the disabling condition, educational and employment history, psychosocial factors, and other data needed to initiate the vocational rehabilitation process.

Explains eligibility requirements, scope of services, confidentiality, appeal rights, and determines next steps with the applicant and other appropriate parties.

On the basis medical, psychosocial, vocational, and client information, determines the applicant’s potential for vocational rehabilitation. Guided by legislation, regulations and agency policy, utilizes professional judgment, consultation as appropriate with related professionals and the customer’s participation.

Arranges for and approves expenditures associated with medical, psychological, psychiatric, physical or other evaluations as part of determining potential for vocational rehabilitation. Coordinates the delivery of these services through completion and assures vendor payment. Evaluates, in conjunction with a professional consultant, when necessary, the information, which has been obtained to ascertain the applicant’s potential for rehabilitation and eligibility.

In consultation with the customer, and other appropriate interested parties, determines an appropriate vocational goal and develop and approves a mutually agreed upon Individualized Plan for Employment to achieve the established vocational plan. Counsels and supports customers in their movement toward job placement. Identifies customer and agency responsibilities, approves and authorizes services to be provided, and similar benefits to be utilized to achieve the rehabilitation plan.

Maintains, evaluates, and documents customer progress through the vocational rehabilitation process and makes appropriate rehabilitation plan amendments to enhance the opportunity for customer success.

Promotes job placement through customer development of employment “soft skills”, customer referral to job openings, and through development of positive employer relationships. Follows up with the customer after job placement to determine the appropriateness of case closure.

Prepares case records and reports in accordance with current policy and procedures. As necessary, provides technical and professional assistance concerning agency programs, procedures and services to employers and other community agencies.

Uses laptop computer to access vocational software, customer information, labor market trends, and other OVR procedural memos and data in the performance of their job duties.

Accesses and updates participant records using a web-based application.

Utilizes a web-based application to access participants referred for rehabilitation teaching services.

Make referrals for appropriate services through the CWDS (Commonwealth Workforce Development System).

Enters case notes into CWDS in a timely manner so they can be viewed and shared.

Enters cost service information into a service authorization through CWDS. Reviews and customizes online letter used to inform participants about services authorized. Accesses open encumbrances online. Views invoices and reimbursements online and cancels if necessary.

Determines what customer equipment needs to be tagged and enters this information into the online service authorization. Searches for and reviews service authorizations for approval.

Assumes the secondary case managers within the CWDS with real-time access to the online cases. Generates correspondence as needed within CWDS. Completes all applicable forms within CWDS to complete and maintain the electronic case file.

Travels in and out of district to attend meetings with customers, providers, employers and community groups.

Attends training sessions, participates on work groups and attends statewide conferences.

Performs other duties as assigned.


Decision Making:

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Eligibility and closure decisions and approval of service expenditures are all performed independently. A review of counselor casework is conducted by the supervisor on a quarterly basis to ensure adherence to agency guidelines, goals, and objectives.

Expenditures for services which are classified as “large ticket” items, sole source, “individual consideration” or those requiring a waiver for training or financial eligibility must receive signatory review by management.
