This position is established in the Bureau of Maintenance, Operations Performance Division to manage and provide oversight in all aspects of the quality management program of PennDOT’s maintenance organization within a designated region; supervises Quality Assurance staff, is a liaison between districts/counties and central office on maintenance policies, procedures, and initiatives; identifies opportunities for improvement, and provides district and county support. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Serves as a subject matter expert and assist the Bureau of Maintenance Division Chief in creating and maintaining ongoing initiatives, reevaluated annually, identifying the necessary activities and outcomes for county maintenance organizations in the business of maintenance. 2. Provides guidance to the district and county staffs within their designated region to implement the agency-wide benchmarking and best practice process and review and adjust activities annually to improve efficiency and cost effectiveness of numerous highway administration functions through the budget, planning and scheduling process, to include Article 43 support for outsourcing services based on resource balancing needs. 3. Provides guidance in the development, implementation, and monitoring of the sectional cycle maintenance plan and will provide guidance to the ADEM in the review and approval of each proposed calendar year plan within their designated region as outlined in Chapter 3 of Publication 23. This position will monitor the calendar year plan for completion and adherence to policy. 4. Serves as a subject matter expert and coordinate with various personnel in the Bureaus of Maintenance and/or Operations, to establish core maintenance activities and cycle lengths, standardize policies and procedures for right sizing the fleet, winter snow route assessments, crew composition and other areas as necessary. This position will also participate in the Winter Leadership Program within their region. 5. Provides guidance to the district and county staffs within their designated region to implement district and regionalized equipment sharing concepts and assist with the creation and monitoring of the equipment sharing plans based on production standards, the calendar year plan and current policies and procedures. 6. Provides guidance to the district and county staffs within their designated region to develop and implement detailed action plans of all opportunities for improvement identified during various maintenance organizational reviews (QA, QC, SOC, etc.) 7. Reviews, approves and monitors Appropriation 409 submissions by district within their designated region requesting funding to complete work using department forces. 8. Provides guidance, reviews and ensures each County has a Maintenance M-213 program (surface improvement program) annually, in cooperation with the Assistant District Executive for Maintenance (ADEM). 9. Serves as the liaison between the district and county staffs within their designated region and central office on all aspects of maintenance operations and performance. 10. Provides guidance to the district and county staffs within their designated region in the development and review of their annual county maintenance budget process to ensure it aligns with the calendar year plan. 11. Provides guidance to the district and county staffs within their designated region in the development and deployment of an asset management plan of the <8’ structures and be involved in the overall structure improvement plan being implemented into the resource balancing process. 12. Provides guidance to the district and county staffs within their designated region to review and approve the best practices and innovations to be submitted into the Idealink/Work Smart programs as applicable. 13. Provides guidance with the development and implementation of all new initiatives and programs within the districts and counties in their designated regions. 14. Provides guidance to the district and county staffs within their designated region in the assistance of a winter strategic operational plans for each county to drive reductions in winter material usage, make best use of resources and/or cost effectiveness. 15. May serve as a member of the Maintenance Manager Training Committee (MMTC) and/or subcommittee(s) to ensure effective maintenance training is developed, current and delivered to all levels of maintenance personnel. 16. Will be a PennDOT certified instructor, will facilitate and train at various academies, conferences, and other events to include both classroom and field on-the-job locations. 17. Completes high level analysis for efficiency and cost effectiveness of maintenance activities and share the results with the District Executives, Assistant District Executives for Maintenance, and County Maintenance Managers as needed for the districts and counties within their designated region. 18. Provides guidance to district and county staffs within their designated region in the creation and implementation of a succession plan and mentoring program as required. 19. Provides guidance to the district and county staffs within their designated region to assist with the development of their business plans. This position will also assist with the development of the Bureau of Maintenance business plan. 20. Provides guidance to the district and county staffs within their designated region to review garage operations and plan the best use of resources, then monitor the plan. 21. Provides guidance to the districts and counties within their designated region to implement regional practices in maintenance operations such as, but not limited to, winter truck snow route development, paving plan development, regionalized department force work crews and for other regionalization opportunities. 22. Have a lead safety role in all daily activities and will provide guidance to the districts and counties within their designated regions safety culture by attending safety meetings, safety stand down days and other safety related meetings/trainings. This position will share ideas and agenda items from other counties and districts to assist in the creation of effective safety stand down days. 23. Serves as a member of the Maintenance Accreditation Performance Indicator (MAPI) committee and/or MAPI technical team(s) to develop and implement effective metrics to drive continuous improvement and compliance to policies and procedures. This position will help identify opportunities for improvement and meet with the District Executive, Assistant District Executive for Maintenance, and County Managers in the districts and counties within their designated region to develop recovery plans and ensure follow-through. 24. Attends various District and County meetings, Assistant District Executive for Maintenance meetings and the Maintenance Executive Development Program (MEDP) as needed to provide direction and feedback from the Highway Deputate. 25. Manages and provides oversight to the Quality Assurance and Quality Control reviews on core maintenance activities within the designated region. Quality Control reviews also include pre- and post-field evaluations with feedback to the district and county management teams. 26. Manages and provides oversight to the Work Zone Traffic Control (WZTC) Quality Assurance reviews on maintenance operations and county contractors within their designated region. This position will work in coordination with the District Traffic Unit to address any WZTC needs within their district, to include training. 27. Responsible for various policies, procedures and manuals to ensure they are updated timely as changes are implemented. This includes, but is not limited to, portions of Publication 23, 113, 570, etc. 28. May serve in short- and long-term assignments to other units, bureaus, counties, districts, departments, agencies, or locations internally or externally, as directed. 29. Performs other related duties as required. Succession Planning A.
