Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position performs journey level civil engineering work in the areas of Highway Safety, safety projects, pedestrian and bicycle safety, and related programs.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Assists in developing, administering, and maintaining a District Highway Safety Plan (Federal Highway Administration, FHWA), to reduce highway crashes and fatalities within District 5. Applies Highway Safety Manual principles (such as conflict minimization and uniformity) to guide safe roadway design and operations.

Collects data and analyzes, and applies traffic engineering and safety principles in accordance with policies and regulations. Recommends solutions to traffic problems and ensures appropriate completion of recommended improvements.

Assists the District Highway Safety Engineer in analyzing highway crash statistics and data (including crash diagrams, histories and patterns) and applying safety countermeasures (including by preparing or reviewing physical design changes to prevent accidents and lower injury severity) based on engineering judgement. Based on analysis, recommends safety projects. Provides crash information to project managers, press office, planners, and the public as appropriate.

Reviews crash histories to recommend low-cost safety measures, where warranted, based on proven safety engineering practices and policies.

Assists the District Highway Safety Engineer in employing principles of traffic engineering, human factors research, and crash data analysis to develop corrective actions as part of an overall safety program.

Analyzes safety projects to recommend for Transportation Improvement Program (TIP) funding and Highway Safety Improvement Program (HSIP).

Assists the District Highway Safety Engineer in developing a comprehensive low-cost safety improvement plan (LCSIP) based on data driven safety priorities and practices.

Investigates safety complaints from the public, municipalities, and legislators. Researches highway safety aspects concerning traffic problems, hazardous roadways, or intersections; recommends low-cost safety measures, where warranted; and responds to the requestor.

Uses proven engineering principles to perform safety reviews of pedestrian crossings at both non-signalized intersections and mid-block locations.

Reviews and provides assistance on requested pedestrian crossing facilities.

Oversees District Administrative responsibilities of the Automated Red-Light Enforcement (ARLE) grants, from project beginning up to and including project closeout.

Takes on District Bicycle Pedestrian Coordinator / Trail Crossing Administrator roles for the purpose of accommodation, enhancement and promotion.

Collects and analyzes safety data, selects locations, and develops corrective actions as part of an overall safety program.

Attends and contributes to field views and meeting related to requested, proposed, or planned pedestrian crosswalk located at both un-signalized intersections and mid-block crossing locations.

Works as the Districts guiderail reviewer and advisor for the Traffic Unit.

Provides technical training regarding traffic safety, guiderail, crash data collection and analysis, and safety related application and interpretation of Title 75 Vehicle Code, as needed.

Takes on District Bicycle Pedestrian Coordinator efforts to facilitate Bike-Ped programs that are related to facility planning, design, education, and safety; as well as facilitating the use of the Bike-Ped Facilities Checklist.

Serves as the District Trail Crossing Administrator for crossings that are independent of Department Administered Federal Aid Projects.

Reviews annual Metropolitan/Regional Planning Organizations (MPO/RPO) Bike-Ped long range plans and research's/investigates the whereabout of all existing walking paths and bike path facilities which intersect state highways.

Conducts annual inspections and maintenance of the Bicycle PA Route system each Spring.

Coordinates issuance of right-of-entry agreements for bicycle route signs.

Review HOP requests for replacement of damaged utility poles.

Identifies and creates an annual list of utility pole crash clusters.

Administers the District Safety Audit initiative for Department projects and on special safety-based requests.

Liaises with the District Safety Press Officer for the purpose of effectively promoting highway safety educational and public relations initiatives.

Coordinates contact from member of the legislature, municipal officials, or interested citizenry regarding safety concerns.

Responds to internal, public, municipal, law enforcement, and legislative requests for crash data and safety related information.

Maintains awareness of Pennsylvania’s goal to reduce fatalities and identifies ways to meet that goal.

Develops and assists in SAP notification requests.

Performs project management responsibilities by developing safety funded contracts in ECMS for use of low-cost safety funds (715 funds) and Federal Safety Funds (HSIP funds).

Attends meetings upon request.

Prepares varied correspondence.

Performs other related duties as required.

Succession Planning: (Employees)

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.
