Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides civil engineering analysis and coordination, oversight, and monitoring of assigned design projects though all phases of development, let, and final completion while ensuring adherence to all policies, regulations, and guidelines.


Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Develops highway design plans for assigned projects of varying complexity using Computer Aided Drafting Design (CADD) GIS, Roadway Management System (RMS), ECMS, and survey to maintain maximum opportunity for the conveyance of people and goods on the Commonwealth’s infrastructure.

Reviews engineering designs including drawings, permits, plans, cost estimates, agreement packages, cost sharing requests, and project proposals to ensure completeness, accuracy, feasibility, and compliance. Makes recommendations for revisions and provides direction or assistance in correcting errors.

Coordinates with design teams and other department areas performing work in permitting, maintenance, and project/contract management to ensure design and construction concerns are resolved. Provides guidance in employer policies and engineering standards. The design project requires coordination with other units to complete all aspects of the design, including environmental documents, pavement history, field views, bridge design, maintenance reviews, traffic safety reviews, field views, and coordination with internal and external customers (i.e., Central Office or Department of Environmental Protection).

Conducts meetings with consultant staff, Department staff, and others to discuss and resolve problems and exchange information.

Performs and checks mathematical calculations used to determine earthwork (cut and fill) quantities, grades, slopes, elevations, areas, buildings and land measurements, etc. needed to complete drawings and other basic construction documents.

Assists other civil engineers, drafters, and designers with projects to ensure compliance with the Department’s design criteria.

Prepares paperwork for Federal Aid programming, fiscal and environmental documentation.

Prepares correspondence, participates in public meetings and hearings when necessary.

Leads and coordinates project field views as the Design Unit’s PennDOT Connects liaison.

Performs field views to determine existing conditions, terrain, or location problems for the final design plan.

Uses technical expertise of engineering practices to develop transportation projects.

Perform related duties as required.

Independently determine and apply Design Criteria, Roadway Standards, and Construction Specifications.

Independently applies engineering judgment, FHWA criteria, and all Department standards, regulations, and guidelines to highway project development.

Independently reviews drafts and design computations of minor complexity projects.

Refers sensitive issues to the appropriate Supervisor/Manager.
