Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Provide clerical and office support within the Snowmobile and All-Terrain Vehicle (ATV) Registration Unit to ensure operations are conducted efficiently and effectively. The incumbent in this position is responsible for all aspects of the clerical processes related to licensing, registering, collecting payments, and mailing documents resulting from customer applications for and changes to Snowmobile and ATV titles and registrations. This position reports to the Clerical Supervisor 2 of the Unit. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Review incoming applications for Snowmobile or ATV titles to ensure all documentation provided with each title application is appropriate, properly completed, legible, signed, notarized correctly and completely as needed, and accompanied by the correct payment amount. Interpret and evaluate various legal documents, such as ATV and Snowmobile Titles, Affidavits, Drivers Licenses, Marriage Certificates, Divorce Decrees, Death Certificates, Short Certificates, Wills, Power of Attorney, Repossessions, Court Orders, and Lease and Rental Agreements as they apply to Snowmobile and ATV titles, title transfers, and registrations to ensure that correctly completed and appropriate documentation is received prior to proceeding with processing of the application. Accurately process applications for Snowmobile and ATV title, title transfer and registration in SAMS to reflect correct VIN, owner name, address, security interest, registration number, purchase price, sales tax, and all related fees, requiring the use of a computer terminal and keyboard. Evaluate documentation presented to determine the appropriate type of registration to be applied to the Snowmobile or ATV. Update current registration records with payments, disposition codes, address changes, telephone numbers, etc. Research unit trade information to ensure appropriate payment of sales tax. Receive and record all appropriate payment information for each application, verifying the accuracy of the payee name and amount. Inputs are random and unpredictable requiring attention to detail and verification among all documents to ensure consistency and accuracy of information being recorded in SAMS. Determine when to assign and issue Snowmobile registration decal or ATV registration plate as appropriate to new title applications, title transfers, and registration applications. Print appropriate registration card and determine if or when a registration expiration sticker is to be provided. Print title, scanning bar code, and/or registration card as required for each application processed and proofread to ensure accuracy of all information prior to sending to the customer and/or lienholder. Review requests for sales tax exemptions and ensure proper documentation is completed, signed, and copied to be forwarded to the Department of Revenue for review. Determine when Snowmobile or ATV application for title, title transfer, or registration must be rejected and provide the basis to Lead Worker. Upon receipt, review previously rejected Snowmobile and ATV applications to ensure that all deficiencies have been addressed and application is ready to be processed. Bring any remaining deficiencies to the attention of the Lead Worker or Clerical Supervisor. Process requests for Changes/Renewals/Replacements as appropriate, ensuring that correct documentation and payment are received. Document the completion of requests by marking the PIN as processed in SAMS. Receive rejected registration renewal coupons and input payment into SAMS. Ensure that the registration expiration date is properly updated and the new registration card and expiration sticker are sent to the customer. Responsible for balancing daily receipts to ensure total amount collected coincides with the matching summary report. Report any discrepancy to Clerical Supervisor and assist in correcting the deficiency. Provide balanced report of receipts to the Lead Worker at the beginning of the next business day. Review and evaluate prior application documentation when resolving problem issues and deficiencies. Access OnBase as necessary to assist in problem resolution and document verification of prior applications. Assist as directed by Clerical Supervisor in retrieving documentation relating to titling, title transfer, or registration of Snowmobiles or ATVs when a discrepancy or other request arises. Handle telephone and email inquiries from customers and the public related to titling and registration of Snowmobiles and ATVs, including all follow up as required. This includes providing customer service at the Unit window on a rotating basis. An extensive knowledge of the Unit’s process to register and title vehicles is required. Document accurate notes in the Snowmobile or ATV record as necessary. Utilize scanner and scanning software to process, catalog, and validate all documentation of titling and registration activities. Determine when issues such as problems with applications or difficulties with customer service need to be elevated to the Clerical Supervisor or Administrative Officer. Accurate track and document each day’s activities on a time sheet to be submitted to the Clerical Supervisor at the end of each business day. Assists with all other related duties affiliated with the Unit. Evaluate deficiencies in applications through research, customer, or dealer/agent contact and refer outstanding issues to Lead Worker, Clerical Supervisor or Manager as appropriate. Responsible for making appropriate decisions and providing accurate responses to general questions relating to the handling and transferring of Snowmobile and ATV titles and registrations. When inquiries require written responses or certified documentation, incumbent will gather required information and forward to the Clerical Supervisor or Manager for proper handling. |
