Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is a Park Manager Trainee classification, which is a trainee position to learn the overall administration, operation, and maintenance of a state park or complex. This employee will receive training to enable them to perform the following functions at a state park or complex while under the direct supervision of the Park Operations Manager.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Learns to direct through subordinate supervisors and directly supervise the activities of a state park or complex. Learns to develop operating policies, procedures, standards and
guidelines to manage local park operations. Learns to interview prospective employees
and recommend selections or rank employees in terms of preferability for employment.

Learns to determine training needs of subordinates and arranges for or provides training.

Learns to plan and organize work, schedule work, assign work, determine workflow and
review work performance of subordinates. Learns to assign or authorize overtime work for
subordinates. Learns to develop employee performance standards, discuss the
standards with employees, prepare employee performance reports and review
performance reports with employees. Will learn to act as a reviewing officer for
evaluations by subordinate supervisors. Learns to approve and monitor payroll and
overtime for subordinate staff.

Learns to initiate corrective disciplinary actions for misconduct by subordinates up to,
and including, three-day suspensions for all employees and dismissal for seasonal
employees. Learns to recommend dismissal for permanent employees. Reviews and
approves leave requests. Learns to review the sick leave usage of subordinates to
determine if a pattern of abuse exists and take corrective disciplinary action to correct
abuses. Learns to receive grievances and complaints, learns to conduct initial
investigation into causes and conditions, and resolve or recommend solutions to
grievances and complaints.

Learns to determine operating budgetary needs, learn to prepare operating budget requests and monitor expenditures to ensure conformance to approved operating budget allocations. Upon receipt of a budget allocation, learns to prepare final operational and project spending plan for park and implement within allocation.

Learns to determine needed equipment and supplies, and direct the preparation of appropriate purchase documents, approve purchase requests and approve the payment of invoices for items purchased. Learns to prepare budget requests for equipment needs by determining items to be purchased, amounts needed, specifications and priorities for the needs. Learns to prepare service purchase contracts for park services such as garbage disposal, latrine pumping, plumbing and electrical maintenance services. Learns to advertise for bids, review bids, award bids and insure services are billed in accordance with contractual requirements. Learns to direct the maintenance of an approved system to pay invoices, determine bills to be paid, review documentation to pay invoices and retain records necessary for audit purposes.

Learns to prepare project requests for remodeling, construction, repair or rehabilitation of facilities in priority order, amounts needed and a description of the purpose of the requests. Learns to maintain a major maintenance project request list. Learns to review and comment on plans for major park development or construction. Learns to direct the purchase of materials and supplies to renovate, rehabilitate or repair park facilities and structures, monitor spending and progress of projects to their completion in relation to budget allocations and time deadlines. Learns to administer and supervise any specially funded work projects.

Learns to prepare bids, award, and administer service purchase contracts. Learns to administer large contracts, review contract specifications and comment to ensure contract covers expected goals.

Learns to maintain knowledge of accessibility laws and regulations, and prepare project estimates to increase facility and program accessibility.

Learns to direct a maintenance program to insure park grounds, structures, facilities and equipment are properly maintained. Learns to direct all park recreational and educational activities to insure optimum use of facilities.

Learns to direct concessionaire activities and/or leased operations to insure conformance to contract or lease requirements. Learns to prepare, review and approve Special Use Agreements including the making of decisions on the activities to be permitted, the facilities to be used, the length of the agreement and the services that will be provided by the park.

Learns to manage and participate in law enforcement activities using the Crimes Code, Vehicle Code and Fish and Game laws within State parks, and ensure that State Park rules and regulations are upheld. This includes issuing citations and filing charges in such a manner as to preserve human dignity, protect the park’s resources and ensure public safety in compliance with written Bureau directives and State laws. The Bureau of State Parks only expects its managers to spend a small percentage of their time performing law enforcement duties.

Learns to manage a park’s natural resources, which includes the preparation, maintenance and adherence to a park’s resource management plan.

Learns to review, develop and recommend changes, additions and deletions to park fees, rules, regulations, policies, procedures and program standards.

Learns to interpret and apply statewide park operations rules, regulations, policies and procedures. Learns to develop, present to employees and insure implementation of operating policies, standards and guidelines to manage local park operations.

Learns to develop and implement program goals, objectives, priorities, guidelines and standards to implement and manage statewide programs at the local park level.

Learns to meet with subordinates to inform them of changes to goals, objectives, priorities, guidelines and standards.

Learns to coordinate programs with the other governmental agencies and private organizations. Learns to establish focus groups for the park to seek public input on park programs, activities, events, facilities and other matters of interest to the park. Learns to implement changes recommended by the park’s focus group that do not require prior approval or that can be accomplished within the park’s human and fiscal resources.

Learns to prepare letters, reports and correspondence as required. Learns to prepare draft press releases to inform the public and others of park activities, programs, schedules and special events.

Learns to meet with the media and answer questions on park activities, events, programs, schedules and special events.

Learns to commit human resources during emergencies, such as search and rescue operations, accidents, natural disasters and special events, to specific tasks which may include cooperating with local and State police, fire departments, local municipalities, search and rescue teams and other involved organizations.

Operates park equipment and vehicles as required.

Attend and obtain First Aid/CPR training.

Perform other duties as assigned.

Decision Making:

Experience:

Must pass psychological testing (Minnesota Multiphasic Personality Inventory (MMPI). Failure to pass this test is a basis for removal from the position.

Must pass Pennsylvania State Police and FBI criminal background checks. A record of conviction of a criminal offense for which more than one year in prison can be imposed as punishment is a basis for removal from the position.

Must obtain and maintain commission as a State Park Officer
