Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position supports the Office of Government Relations by assisting the Legislative Liaison (Director) and Legislative Specialists through research, analysis, and clear communication on legislation affecting Department programs, ensuring they remain informed, prepared, and aligned on legislative matters.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Drafts responses, which may include performing research, to inquiries and written correspondence from legislative offices.

Assists in analyzing proposed, new and current legislation with fiscal, program, or legal impact on Department programs.

Assists in drafting legislation that has an impact on Department programs or education.

Reviews and monitors legislation related to education and Department programs and reports a summary of findings to the Director.

Reviews, compiles, and evaluates comments from Department program offices for relevance to the Office of Government Relations and prepares a summary for the Director.

In consultation with the Director, maintains contact with legislative staff to ascertain the status of legislation and legislative proposals.

Communicates the Department’s final, approved feedback on legislation to the Governor’s Office of Legislative Affairs.

Drafts briefings in preparation for meetings with legislative staff and members of the General Assembly while following briefing guidelines and quality expectations.

Coordinates the preparation of written testimony for legislative committee hearings with relevant Department experts.

Coordinates with the Department’s Communications Office, Budget Office, and relevant program offices to provide the legislature with updates on Department programs, including grant programs.

Monitors legislative calendars, House and Senate Session, and relevant legislative hearings and provides a summary of findings to the Director.

Decision Making:

The position exercises limited, advisory-level decision‑making authority. It independently drafts responses, analyzes legislation, prepares summaries, and coordinates information across Department offices, but final decisions, interpretations, and external communications are made in consultation with and approved by the Director or other program experts. The role informs decision makers and carries out delegated tasks rather than making policy or legislative decisions on its own.
