Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a management position involving technical and administrative work in directing and supervising the physical plant, Preventive Maintenance Programs and Project Management within the Bureau of Juvenile Justice Services.

The employee is responsible and accountable for managing and coordinating Bureau of Juvenile Justice Services construction and renovation projects; implementing, monitoring, and directing the Preventive Maintenance Programs within the Bureau which includes North Central Secure Treatment Unit Boys/Girls Program(NCSTU), North East Secure Treatment Unit (NESTU) and Southeast Youth Development Center (SYDC) This position reports directly to the Facility Operations Manager 4 and requires considerable travel to all the satellite facilities in the performance of assigned duties and responsibilities.

Description of Duties:

Functions as Project Manager by coordinating all Bureau construction and renovations projects by utilizing departmental staff, DGS architects, engineers, and contractors. Assists the Facility Operations Manager 4 (FOM4) in implementing construction and renovation projects through the preparation of plans, sketches, and specifications to ensure the needs of each facility are met.

Plans, organizes, and directs the implementation and monitoring of Preventive Maintenance Programs at each Facility. Trains Maintenance staff in proper procedures in implementation of the Preventive Maintenance Program. Follow up with visual inspection to assure these functions are being performed, in order to properly operate all equipment and machinery within the Bureau Satellites.

Meets with each facility director regarding facility needs; compiles and submits 305 Project and 400 major object requests to FOM4; assists in establishing priorities for each facility to provide the Facility Operations Manager 4 with necessary information utilized in yearly budget negotiations with Office of Children, Youth and Families, and the Budget Office.

Submits a monthly status report of all contracted and in-house projects within the Bureau to the FOM4. Inspects all buildings to assure compliance with life safety, fire, and electrical codes. Reports Labor and Industry deficiencies to FOM4.

Initiates in-house projects by developing drawings, estimating costs of materials, and manpower requirements. Ensures materials are available prior to starting each project to enable completion within the projected timeframe and with as little disruption to the employees and residents as possible.

Monitors energy usage by physically inspecting systems and equipment at each facility and submits recommendations for energy conservation to the FOM4.

Supervise and works with the Facility Operations Supervisor to ensure an acceptable preventive maintenance program; identifies materials and establishes work stock levels at each facility.
Manage the automobile fleet at each of the facilities.

Provides input for each facility maintenance and automotive employee evaluation.

Initiates appropriate disposal of scrap/junk items, through the appropriate scrap/surplus sale.
Manages the recycling program at each facility. Provides monthly recycling report to the FOM4.

Must be able to qualify and pass the asbestos abatement training given by the Department of Human Services and be capable of supervising asbestos abatement work in the absence of the FOM4.

Employee functions in the absence of the FOM4 by performing those duties as necessary to maintain a safe and secure facility.

Performs other related duties and special projects, as assigned/directed by the FOM4.

Adheres to all federal, state and agency regulations, policies and procedures governing confidentiality.

Apply the principles of Balanced and Restorative Justice (BARJ) and consider these principles during work situations as required.

Attend and participate in staff meetings, supervisory conferences and employee training programs, including but not limited to CPR/First Aid, Fire Safety and Cultural Diversity in order to develop and maintain position skills.

No more than one incident may occur where employee fails to immediately report an occurrence of "Work related Injury" to immediate supervisor or next line of authority.

Assists FOM4 with coordinating work assignments, preventive maintenance, NRM projects at each facility.

Determines priority of work orders at satellites. Directs Facility Operations Supervisors to complete specific tasks. Determines estimate of manpower and time needed to complete projects. Evaluates effectiveness of Preventive Maintenance Program.
