Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. An employee in this position provides technical and administrative support for implementation of Chesapeake Bay watershed policy, planning, and management programs across the Water Programs Deputate. An employee in this position performs a variety of advanced professional work supporting the implementation of the Chesapeake Bay program in the Central Office of the Department of Environmental Protection (Department). Duties emphasize development and implementation of Chesapeake Bay policies and directives across the Water Programs Deputate. The responsibilities of this position include developing, interpreting and implementing regulations, guidance, policies, plans and procedures for the Chesapeake Bay Watershed Restoration Division; representing the Division on a number of multi-agency, multi-state, local and regional technical and community-based workgroups and special committees; coordinating targeted watershed planning and implementation efforts; and supplying various technical program management functions, such as the management and quality assurance of scientific data and technical support for the development, negotiation, and management of contracts, interagency agreements and grants. This work focuses on continuously providing a broad range of complex programmatic support for the implementation of an integrated basin-wide water program. Work is assigned in the form of goals and objectives, and the employee exercises considerable independence and judgment in planning, scheduling, and completing the work. Upon completion, work is reviewed and evaluated by a professional supervisor for technical accuracy and overall quality. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Develops, interprets and implements regulations, guidance, policies, plans and procedures for the Chesapeake Bay Watershed Restoration Division and affiliated Water Deputate Programs. Assists in the creation and updating of planning manuals, standard operating procedures (SOPs), checklists, guidance, and policy. Prepares forms, fact sheets and reports to convey technical information regarding watershed implementation planning program to managers, field personnel, local governments, county planning offices, conservation districts and other interested stakeholders in Pennsylvania’s part of the Chesapeake Bay watershed. Develops methods, plans and procedures for gathering information necessary for effective implementation of Chesapeake Bay policies and regulations and coordinates methods, plans and procedures with county-based parties to develop and implement countywide action plans (CAPs) as described in Pennsylvania’s Phase 3 Watershed Implementation Plan (WIP). Prepares documents, communicates and coordinates efforts that describe methodologies that include supporting tables and figures for estimating nutrient reductions at the county-based level. Compiles, analyzes and presents planning data and recommendations for the implementation and evaluation of Pennsylvania’s Phase 3 WIP and the translation of that data to the county and local level. Provides to management a technical review of CAPs and other related implementation plans developed at the local level. Works with those submitting the CAPs to ensure the coordination of efforts at local and state levels required to implement the CAPs and confirm the validity of the nutrient and sediment reductions submitted to the Department. Participates in efforts to build strong relationships to support the goal of reaching the federally-mandated regulatory commitments of the Chesapeake Bay Total Maximum Daily Load (TMDL). Provides advice and expertise to local government officials and coordinates efforts with county-based planning teams to further the implementation of complex Phase 3 WIP and associated CAPs. Plans, coordinates and conducts independent projects and special studies of county-based planning and implementation efforts. Conducts evaluations and determines progress levels for the CAPs and how that relates to overall progress of the Phase 3 WIP. Engages, guides and supports the alignment of work goals in support of the Phase 3 WIP. Researches emerging issues, surveys other states’ and federal programs, assesses industry trends and prepares reports of findings and recommendations. Represents the Department on issues related to Chesapeake Bay Watershed Restoration Division programs with other Commonwealth and federal officials, as well as with county and local governments to explain Departmental programs, functions, regulations, policies, plans and procedures. Represents the Department as a member of the Chesapeake Bay Program committees/workgroups on conference calls or at meeting locations throughout the multi-state Chesapeake Bay watershed. Briefs supervisors and managers on committee/workgroup proceedings and the potential impact of committee actions/recommendations on program goals. As a Chesapeake Bay Watershed Restoration representative and liaison, assists other Bureaus and Programs with the development of information and data needed for plan progress. Prepares and delivers formal presentations regarding the U.S. EPA Chesapeake Bay TMDL, Phase 3 WIP, Pennsylvania’s regulatory obligations and commitments under the TMDL and Chesapeake Bay Watershed Agreement. Participates in the development of analysis of legislative proposals, explanation and defense regarding implementation of Chesapeake Bay initiatives and regulations. Manages technical aspects of Chesapeake Bay grants, contracts and inter-agency agreements related to the Chesapeake Bay program, including developing scopes of work, eligibility criteria and contract oversight. Evaluates the effectiveness of the Chesapeake Bay Watershed Implementation Plan in Pennsylvania to ensure consistency and coordination in implementation while meeting technical requirements. Assists in scheduling and attending meetings with the Department, other state agencies, EPA and external local partners. Communicates orally and in writing to collect and coordinate the necessary data and information needed to understand the roles and responsibilities of the Chesapeake Bay TMDL requirements and how those responsibilities are carried out by federal, state and local participants. Develops methods and procedures for conducting effective and efficient coordinated watershed implementation planning across Chesapeake Bay watershed counties, performing pilot field testing and assessment activities. Provides advice and direction to field staff and county-based coordinators on watershed implementation planning. Travels to field locations throughout Pennsylvania’s Chesapeake Bay watershed and across the multi-state Chesapeake Bay watershed. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
