Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a professional supervisory position in the field of environmental sanitation and public health protection in the Department of Environmental Protection (DEP). Supervision is exercised over subordinate staff who provide professional public and environmental health services for the Technical Support Section in the Division of Operations, Monitoring and Compliance in the Bureau of Safe Drinking Water. The employee in this position directs a staff of professional and technical employees engaged in the development and implementation of regulations, standards, procedures, guidelines, and administrative policy related to emerging and unregulated contaminants, water supply emergencies, and other risks to public health. The Division manager assigns objectives and program goals to the employee in this position and reviews overall results, effectiveness, timeliness, and efficiency. This employee represents the Commonwealth relative to the above duties at meetings, conferences, and other interactions with the public, professional organizations, Commonwealth agencies, federal officials and officials from other states. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Duties include legislative and regulatory development; program management, planning and policy; program research, analysis and evaluation; training development; and contract supervision. Specific duties include supervising, directing, planning and coordinating the following: 1. Interpreting assignments, rules, regulations, and procedures and providing technical assistance and guidance to safe drinking water field staff, BSDW staff, water system owners and operators, accredited laboratory staff, professional organizations and the public related to compliance with the applicable statutes and regulations regarding public water systems. 2. Developing, implementing and evaluating the surveillance, compliance, enforcement, risk assessment, emergency response and operational evaluation elements of the statewide drinking water program to assess the effectiveness of established technical procedures and guidelines, and recommending and developing new and revised procedures where improvements or additions are needed. 3. Developing new and revised regulations, rules, technical guidance, policies and procedures governing operation, monitoring, surveillance, compliance, enforcement, public notification and emergency response requirements for public water systems in accordance with the Department’s Regulatory Review Process and the Policy on Policies. 4. Developing new and revised regulations, rules, technical guidance, policies and procedures governing the risk assessment of and response to emerging and unregulated contaminants. This includes maintaining the Bureau’s Health Effects and Risk Management technical guidance. 5. Conducting reviews of technical literature, data, and publications on drinking water issues, conferring with water quality specialists in these areas, compiling and analyzing data, and preparing technical reports. This research includes but is not limited to risk assessment and health effects information for unregulated contaminants such as per- and polyfluoroalkyl substances (PFAS), cyanotoxins, disinfection byproducts, pharmaceuticals and personal care products, pathogens, and other emerging contaminants. This also includes a working knowledge of the principles of risk assessment, risk management, and risk communication, as well as new and emerging initiatives such as cybersecurity in the water sector. 6. Serving as the liaison with toxicologists from this Department and the Department of Health to identify and evaluate available risk assessment and health effects information for regulated and unregulated contaminants in drinking water. 7. Participating in and leading various cross-program and cross-agency workgroups and task forces, which are convened to implement special Department or Bureau initiatives. 8. Reviewing program information and data through database queries to conduct analyses, generate reports, graphs or maps, and assist in the determination of trends in compliance, workload and program planning. 9. Participating in and providing direction for the Department’s response to unregulated contaminants and imminent threat situations involving public water systems including but not limited to waterborne illnesses or disease outbreaks, contamination incidents, accidents, spills, treatment failures, and vandalism or terrorism incidents. 10. Reviewing proposed legislation and preparing comments regarding impacts on the program. 11. Preparing reports and correspondence as well as providing information to legislators; municipal and local government officials; planning commissions; the general public; and other Department, state, and federal agency staff to explain the Department’s rules, regulations, policies, and procedures. 12. Providing recommendations to supervisor and appropriate Department staff on current program problems and desired solutions and identifying appropriate courses of action to achieve program goals. 13. Preparing and delivering formal presentations to special interest groups; local, state and federal agency staff; planning commissions; and the general public on program activities. 14. Providing appropriate training and guidance to Department staff and the regulated community to address requirements of appropriate state and federal laws and regulations. 15. Reviewing subordinates’ research, reports, correspondence, and other work products to assure adherence to goals, standards, and administrative procedures. 16. Promoting the Department’s mission. 17. Inputting appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. 18. Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Determines priorities and develops performance standards for staff, assigns work and manages work flow, determines effectiveness in meeting standards, and provides training and guidance for staff development. Directs the identification of program areas that require the development or revision of appropriate guidance and policy measures to address the needs of the Safe Drinking Water program staff. Based on information received from program staff (CO and field), determines the needs of the regulated community and chooses the appropriate course of action to address those needs. Directs preparation and recommends content of written reports and correspondence prepared for presentation to upper management, EPA, legislators, the regulated community, training providers, other agencies, regional program managers, the Division Chief and/or the Bureau Director. Determines the content and appropriate format (i.e., telephone consultation, presentations, classroom training, on-site visits, etc.) of information related to Safe Drinking Water program requirements to deliver to the regulated community, accredited laboratories, training providers, special interest groups, the public, program staff, other agencies, etc. Based on information received from section staff overseeing the field staff regarding the proper implementation of program requirements, determines the actions needed to correct deficiencies. Consults with the Division Chief, if circumstances warrant. Determines the balance of work performed by subordinates in order to accomplish the primary objectives assigned by the Division Chief. Evaluates new information related to program performance and recommends revisions and/or additions to guidance, policies, manuals etc. to reflect that new information to the Division Chief. Initiates the steps needed to implement any changes and/or additions. |
