Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The purpose of this position is to assist in activities relating to the collection and testing of pavement data and reporting those results to the Pavement Evaluation Testing (PET) Analysis Section and assist with the activities relating to the maintenance of the Roadway Management System (RMS). |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. A. Assist technicians with testing and driving specialized testing devices for the statewide Pavement Evaluation and Testing Programs and Location Reference System (LRS) Programs' specialized activities per management objectives and PennDOT policies and procedures. 1. Drive any or all of the PennDOT pavement test equipment: Laser Roughness Testing System, Pavement Friction Testing System, Location Reference System (LRS), and VideoLog Test System. 2. Assist with operating the Department’s Walking Profiler, SurPro, or similar type system. 3. Assist with testing and driving equipment for specialized work involving collecting and analyzing pavement distress and Video logging information. 4. Assist with testing and driving to verify the calibration of Roughness testing equipment, Video logging testing equipment, and Friction testing equipment. In addition, assist with site selection, traffic control, and pavement marking. B. Support other technicians and management personnel with Roadway Inventory & Testing Unit initiatives and duties related to Pavement Evaluation and Testing. 1. Assist with PennDOT’s data analysis and reporting systems. 2. Assist with research projects involving the evaluation of highway pavements. 3. Perform the routine cleaning of test vehicles and related equipment. Move vehicles in/out of the wash bay, operate steam jenny, wash vehicles, operate vacuum cleaners, and perform other associated tasks. 4. Assist with repairing and maintaining testing equipment. C. Assist with creating and duplicating the annual Straight Line Diagram (SLD) Refresh. 1. Assist with scanning documents, editing and linking files in Portable Data File (PDF) format, copying and labeling CDs or DVDs, and other related duties. D. Perform specialized activities for PennDOT's “Automated Data Collection, Inventory and Analysis of Pavement Distress” (VideoLogging) Program in accordance with management objectives, PennDOT policies and procedures, American Society for Testing and Materials (ASTM) standards, and American Association of State Highway and Transportation Officials (AASHTO) specifications. 1. Evaluate and rate pavement conditions and location of Vendor data from the QA images according to the QA policies and procedures. E. Safety 1. Assess your environment and be responsible for your personal safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report any accidents, incidents, unsafe practices, or near misses to your supervisor. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and an escape route, your communication protocols, and appropriately react in the event of an incident. F. Follow PennDOT and Bureau policies, expectations, goals, and objectives. 1. Maintain good working relationships with Engineering District and County personnel, co-workers, supervisors, vendors, and the general public. 2. Schedule and/or attend necessary meetings with other PennDOT personnel and management or other non-PennDOT personnel concerning unit issues, personnel, programs, or concerns, as well as other Division/Bureau/Section issues. 3. Attend scheduled staff meetings. Report concerns, needs, and accomplishments. Determine the unit's direction, policies, expectations, goals, objectives, etc. 4. Adhere to all time and attendance policies and safety rules and regulations to exhibit good work ethics. 5. Participate in at least one training course, session, etc., to learn and/or implement relevant operations, procedures, and/or techniques. 6. Performs other miscellaneous related duties as required. G. Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing relevant technical knowledge with other employees. H. Department Green Plan Policy: Commit to following the Department Green Plan Policy (Pub 712) and the associated principles. Failure to comply with Department Green Plan Policy shall be documented in the employee’s performance review. I. Fair Labor Standards Act: Unless directed otherwise, arrive within a reasonable time period before the start of the shift so there are no issues concerning when work has officially begun. In addition, overtime may sometimes be required while working in an office or field setting. |
