Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Directs a staff of professional personnel in the development of rulemakings and regulatory SIPs to ensure the documents are prepared in accordance with all applicable state laws and Department and Commonwealth procedures and submitted to the U.S. Environmental Protection Agency in accordance with applicable Federal laws and procedures. Oversees the management and tracking of projects for all Divisions in the Bureau, including non-regulatory SIP projects and other projects as directed by the ABD, to ensure projects meet applicable state and Federal laws and Department, Commonwealth, and Federal standards and are completed timely. In consultation with the ABD, develops Bureau-wide measures to ensure that work products and deliverables meet Department and Commonwealth standards and are completed timely in accordance with obligations under and requirements of the CAA and APCA. Oversees the identification, planning, scheduling and funding of technical training for Bureau and Regional staff to develop skills and expertise in performing the duties of the Department’s Air Program. This includes working with EPA and Multijurisdictional Organizations (MJOs) like the Mid-Atlantic Regional Air Management Association (MARAMA), the National Association of Clean Air Agencies (NACAA) and the Northeast States for Coordinated Air Use Management (NESCAUM). Plans and organizes the work of the section; coordinates staff effort to achieve the goals and objectives of the section; determines workflow; reviews section performance; reviews employee performance; prepares and signs Performance Evaluation Reports; interviews and recommends employee selection; receives and resolve employee concerns; approves leave requests and time sheets; evaluates training needs of section staff; and provides guidance and demonstrates more efficient work methods to section staff. Takes appropriate corrective action when section staff do not achieve goals and objectives. Provides guidance to section staff and other Bureau staff in the development and implementation of project timelines, interim milestones, and deadlines to ensure that rulemakings and other work projects are completed timely. Provides guidance to section staff, other Bureau staff, Regional staff, and the public on the interpretation of regulations and administrative and technical data. Communicate effectively with staff, other professionals, and the public. Meets with section staff and other Bureau staff to determine impediments (bottlenecks, limited staff resources, insufficient training) and conflicts to completing a work project timely and work together to address the impediments and conflicts. Directs section staff and guides other Bureau staff in the development of rulemakings and regulatory State Implementation Plans (SIPs) to ensure that the rulemaking documents (cover memo, preamble, executive summary, Annex A, regulatory analysis form, and comment/response document) are: Clearly written, processed, and promulgated in accordance with all applicable state laws and Department and Commonwealth procedures and submitted to the U.S. Environmental Protection Agency in accordance with applicable Federal laws and procedures. Consistent within themselves, between documents in the same rulemaking project, and with documents of other related rulemakings. Written in accordance with the style and format requirements of the Pennsylvania Code and Bulletin Style Manual. Directs section staff and guides other Bureau staff in the development of non-regulatory State Implementation Plans (SIPs) (maintenance plans, attainment plans, and the like) and other work projects to ensure the documents are: Clearly written, processed, and promulgated in accordance with all applicable state laws and Department and Commonwealth procedures and submitted to the U.S. Environmental Protection Agency in accordance with applicable Federal laws and procedures. Consistent within themselves, between documents in the same work project, and with documents of other related work products, that is, rulemakings, maintenance plans, attainment plans, and the like. Guides and oversees section staff in conducting background research for regulation development, including analysis of emission reduction potential, cost to industry to implement, impact on public health and welfare and the environment, and other relevant factors. Information collected will be presented to the ABD and management for concurrence. Guides and oversees section staff in researching regulations.gov and the EPA dockets for information relating to regulations and work projects. Guides and oversees section staff in the development of information regarding the technical feasibility of regulatory strategies necessary to meet APCA and CAA requirements. Guides and oversees section staff in coordinating and collaborating with regulatory counsel to get legal concurrence on planned work projects and work products. Ensures section staff and other Bureau staff understand and implement the style and format requirements of the Pennsylvania Code and Bulletin Style Manual and the Independent Regulatory Review Commission. Ensures section staff and other Bureau staff understand the divisions and subdivisions of the Pennsylvania Code and the regulations thereunder and can correctly identify the divisions and subdivisions in written documents and in oral presentations. In consultation with the ABD, develops and establishes Bureau guidelines, metrics, and accountability measures to ensure that Bureau work products and deliverables meet Department and Commonwealth standards and are completed timely in accordance with obligations under and requirements of the CAA and APCA. Coordinates the purchase and ordering of Pennsylvania Code Books in consultation with the ABD and other Bureau and Field staff. Directs and oversees section staff in maintaining digital folders of Pennsylvania Bulletin Notices, Federal Register Notices, and other documents of interest or relevant to the Air Program and the Bureau. Directs and oversees section staff in reviewing the weekly Pennsylvania Bulletin to determine if there are Bulletin Notices relevant to the Bureau and download copies of the Notice and place copy in the digital folder. Directs and oversees section staff in reviewing the daily listserve email of Federal Register Notices to determine if there are Notices relevant to the Bureau and download copies of the Notice and place copy in the digital folder. Ensures section staff provide copies of relevant Notices to Bureau and Regional staff and other parties as appropriate. Guides section staff in how to proofread printer’s galleys for the Pennsylvania Bulletin and Pennsylvania Code to ensure that no errors are transmitted in the published Bulletin Notice or codified in the Pennsylvania Code. Participates in and attends training programs and meetings as required to maintain the necessary knowledge, skills, and abilities to perform the duties of the EGM (occasional travel required). Promotes the four pillars of the DEP Vision - Operational Excellence, Climate Leadership, Cultural Competence and Environmental Justice. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. The EGM will assign duties and responsibilities to implement the federal Clean Air Act, PA Air Pollution Control Act and regulations adopted under the acts. The EGM is afforded a significant degree of discretion to implement and achieve department goals and objectives. In consultation with the ABD and Bureau Director’s (BD), the EGM establishes, develops, and implements standards, metrics, and accountability measures to ensure that Bureau work products and deliverables meet Department and Commonwealth standards and are completed timely in accordance with obligations under and requirements of the Clean Air Act and Pennsylvania Air Pollution Control Act. Decisions that impact other Divisions within the Bureau, other Bureaus or regional offices within the Department or federal, state and local agencies require the ABD and Bureau Director’s (BD) concurrence. |
